General Description
Support the Project Management Office (PMO) and the PMO Manager in facilitating project management through the SDLC phases: initiation, planning, execution, monitoring, controlling, and closing. Oversee project teams, coordinate activities, manage resources, and deliver projects on time, scope, and budget.
Essential Job Functions (30%)- Project Planning and Scheduling
- Develop project schedules with assigned resources; review with stakeholders and maintain schedules to stay within scope and budget.
- Provide weekly status reports and updated schedules to the project manager.
- Team Leadership and Coordination
- Document and coordinate project tasks with stakeholders to meet timelines.
- Mentor junior Business Analysts, review their work, conduct training, and support knowledge sharing.
- Ensure documentation is properly managed in the correct repository.
- Stakeholder Communication
- Facilitate meetings and document deliverables (charters, requirements, workflows, user stories, acceptance criteria, test plans, risk assessment).
- Prepare and deliver reports, dashboards, and presentations for executive audiences.
- Serve as a bridge between business and technical teams, negotiating scope and resolving conflicts.
- Risk Identification and Mitigation
- Review risk log with stakeholders and vendors; update with new risks and changes.
- Design strategies to mitigate or avoid risks.
- Conduct advanced process modeling, gap analysis, and root cause investigations to recommend optimizations.
- Requirements and Test Management
- Translate business requirements into detailed specifications, user stories, BPMN flows, and data models.
- Lead QA efforts: develop test plans, maintain documentation, and oversee regression testing, integration testing, and UAT.
- Define QA and defect management processes.
- Validate requirements with SMEs and secure business approval before development.
- Identify, analyze, and report project risks and issues; facilitate stage‑gate reviews, lessons learned, and post‑project analyses.
- Change Management
- Ensure change requests comply with CAB procedures and documentation is timely.
- Coordinate new change requests with the PMO manager for priority and accurate entry.
- Collaborate with IT, development, and testing teams for system design, integration, UAT, and change implementation.
- Develop training materials, user guides, and adoption strategies.
- Continuous Improvement
- Facilitate business process workarounds for postponed or descoped functions.
- Identify automation opportunities and prepare proposals for new systems.
- Conduct lessons learned and improvement reviews.
- Ensure integration points with external vendors and agencies are planned and tested.
- Develop and deliver training curriculum covering assigned system modules; support migration to production and maintenance Service Level Agreements.
- Perform other duties as assigned.
- Education
:
Graduation from an accredited four‑year college or university with major coursework in business administration, computer science, information systems, or a related field. - Experience
:
Minimum five (5) years of full‑time work in business and/or system analysis. - Applicable Substitutions

Experience and education may be substituted for one another. - Preferred Qualifications
- 5+ years in project management.
- 5+ years in business analysis or advanced system administration.
- 5+ years eliciting requirements.
- 5+ years in user acceptance testing and implementation.
- 5+ years in process workflow analytics.
- Lean Six Sigma Green Belt.
- Project Management Professional (PMP).
- Certified Associate in Project Management (CAPM).
- Certified Business Analysis Professional (CBAP).
- Possess a valid Texas driver’s license, if applicable.
- Complete Criminal Justice Information Services (CJIS) security awareness training.
- Additional certifications may be required to be registered, certified, or licensed in a specialty area.
