JOB DESCRIPTION SUMMARY

Performs advanced (senior-level) computer systems analysis work. Work involves planning and analyzing user requirements, procedures, and problems to automate processing or improve existing systems. May train others. Works under limited to minimal supervision with considerable latitude for initiative and independent judgment. Reports to the Manager of the Application Development Department.

ESSENTIAL JOB FUNCTIONS
  • Assist in the design, development, and maintenance of various computer applications.
  • Work closely with business areas and end users to determine system requirements and develop means of achieving desired business results through application and database design.
  • Develop systems requirements specifications using interviews, document analysis, workshops, and other techniques.
  • Write system requirements specifications documents in clear, concise language.
  • Convert system requirements into functional design documents, including business process, design overview, and data model.
  • Manage requirements traceability and track status throughout the project.
  • Manage changes to baseline requirements through change control processes.
  • Perform data analysis, querying, and migration functions.
  • Propose new application features and updates.
  • Develop system test cases, testing plans, and coordinate testing of applications and components.
  • Coordinate deployment of new applications and changes to existing applications.
  • Write user guides for new applications and changes.
  • Work with business areas and project managers to define project scope.
  • Troubleshoot and solve problems related to computer systems or programs.
  • Maintain confidential and sensitive information.
  • Ensure individual and team files are appropriately maintained and disposed of according to records retention procedures.
  • Maintain required certifications and attend mandatory training as required.
  • May be required to operate a state or personal vehicle for business purposes.
  • Perform other duties as assigned.
QUALIFICATIONS MINIMUM QUALIFICATIONS
  • Graduation from an accredited four‑year college or university with a bachelor’s degree in Computer Science, Computer Information Systems, Information Technology, Computer Engineering, Business, Environmental Sciences, or a closely related field.
  • Nine years of relevant work experience in system analysis.
  • Relevant education and experience may be substituted on a year‑for‑year basis.
PREFERRED QUALIFICATIONS
  • Previous experience with Microsoft SQL Server Reporting Services, stored procedures, database management, development tools, and reporting.
  • Experience with Azure Dev Ops Services.
  • Experience with regional and state water planning in Texas and familiarity with water resources information.
  • Experience in planning, analyzing, and automating processes to improve existing systems.
  • Experience in designing, developing, testing, installing, and maintaining computer applications.
  • Experience in creating system requirement documents and detailed specifications.
  • Experience modeling system requirements in graphical form.
  • Experience writing documentation and reports.
  • Experience troubleshooting computer systems and solving problems.
  • Experience multi‑tasking, managing multiple projects, and prioritizing deadlines.
  • Demonstrated communication and customer service skills.
  • Demonstrated analytical, organizational, and decision‑making skills.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
  • Knowledge of local, state, and federal laws and regulations relevant to the Application Development Department.
  • Knowledge of public administration principles and practices.
  • Knowledge of computer systems limitations and capabilities.
  • Knowledge of techniques used in designing automated systems.
  • Knowledge of the software development lifecycle.
  • Knowledge of relational database management systems, including Microsoft Access and Microsoft SQL Server.
  • Skills in Microsoft Office programs such as Word, Excel, and Access.
