Job Description:
The client is seeking a senior-level Systems Analyst with extensive Texas public sector experience to provide high-level functional support and advanced reporting for the state's CAPPS (People Soft HCM v9.2) HR and Payroll modules.
The ideal candidate will independently translate complex business requirements into technical specs, build optimized reports (using Query Manager and BI Publisher), manage system configurations, and guide more than 100 state agencies through upgrades, legislative changes, and year-end processes.
Key Responsibilities:
• Performing highly advanced (senior level) consultative services and functional assistance work related to supporting the CAPPS Program.
• Develop, modify, and maintain Reports using People Soft reporting tools (Query Manager/Viewer, BI Publisher, PS/Query expressions/complex joins) and client-provided tools like SAP Business Objects.
• Translate business requirements into technical specifications, ensuring reports align with statewide policy, regulatory requirements, and agency specific needs.
• Work closely with functional analysts and business owners to gather report requirements, validate logic, and ensure accuracy of data sourced from People Soft tables and views.
• Create and maintain report templates, layouts, and bursting setups (BI Publisher), ensuring consistency with statewide branding and accessibility standards.
• Analyze People Soft data structures, including table relationships, keys, and effective dating rules, to ensure correct data extraction and optimize report performance (tuning queries, indexing recommendations).
• Support reporting during upgrades, patches, and project releases, including impact analysis, remediation of broken reports, and migration coordination through environments.
• Ensure data security, compliance, and multi-tenancy, making sure reports respect row level and role based security, sensitive data handling rules, and statewide privacy standards.
• Produce documentation, such as report inventories, design specifications, data dictionaries, run instructions, and test plans.
• Participate in system testing, including UAT, regression testing, Disaster Recovery, and Upgrade Testing focused on data integrity and report output accuracy.
• Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, training, and resolution for reporting issues across agencies in coordination with a Tier 3 vendor.
• Responsible for the CAPPS HR/PY functional design phase, including creating/reviewing FDDs and performing functional configuration changes using delivered features (Page and Field Configurator, Drop Zones, Event Mapping, Page Composer).
• Responsible for project-level participation in expansions, module implementations, and cyclic processes (fiscal year-end, calendar year-end, State of Texas legislative changes, federal mandates, third-party integrations).
• Ensure all digital products and content meet WCAG 2.1 accessibility standards, regularly reviewing content for compliance and implementing updates or remediation.
• Performs all work under minimal supervision following client's processes, ITIL principles (ITSM/ITAM), and actively participates in the Major Incident Management (MIM) process for P1/P2 incidents.
• Make presentations at CAPPS User Groups and the CAPPS Steering Committee, and participate as directed in annual SOC-1 attestation audits.
