Position Details:
Title:
People Soft HCM Payroll Functional Analyst
Location: Remote
Duration: 12 Months (Possible extension)
Employment Type: Contract
Key Responsibilities:
- Provide end-to-end functional support for People Soft HCM 9.2 Payroll, including daily operations and production support.
- Troubleshoot payroll issues such as calculation errors, retro pay, tax discrepancies, and integration failures.
- Support full payroll lifecycle: pay calendars, paysheets, payroll processing, confirmation, and post-processing audits.
- Maintain payroll configurations including earnings, deductions, garnishments, tax setup, pay groups, and commitment accounting.
- Run and support on-cycle, off-cycle, reversals, cancellations, and other payroll processing activities.
- Support year-end processes including W-2 creation, validation, reconciliation, and 941 reporting.
- Assist with tax updates, third-party sick pay, and regulatory or legislative payroll changes.
- Develop and maintain PS Queries, SQL queries, and reports using BI Publisher and SAP Business Objects.
- Support payroll integrations, data loads, and system interfaces with legacy and external systems.
- Work with technical teams on enhancements, fixes, Application Designer objects, and Integration Broker services.
- Support Approval Workflow Engine (AWE) configuration, monitoring, and troubleshooting.
- Assist with PUM updates, patching, regression testing, and validation of system changes.
- Perform functional design, configuration changes, and documentation (functional specs, test scripts, procedures).
- Conduct UAT, regression testing, and support defect resolution.
- Monitor payroll batch jobs, schedules, dependencies, failures, and performance issues.
- Provide end-user support, training, and guidance to business users and payroll teams.
- Support audit, compliance, SOC controls, and ITIL-based incident management (P1/P2).
- Participate in disaster recovery, upgrade testing, and system validation activities.
- Collaborate with HR, Time & Labor, Payroll Policy, and multiple business units for payroll accuracy.
- Ensure adherence to security, multi-tenancy, and accessibility (WCAG 2.1) standards.
- Support Level 2 service desk operations and coordinate with Tier 3 support teams.
- Participate in fiscal year-end and calendar year-end payroll processing and reconciliations.
- Follow ITIL practices for incident, change, and service management processes.
- 8+ years of extensive knowledge of federal labor laws.
- 8+ years of experience performing system configuration changes.
- 8+ years of technical expertise in People Soft tools including Application Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, etc.
- 8+ years of experience with security best practices, NIST standards, and multi-tenancy in statewide ERP environments.
- 8+ years of experience building and managing strategic roadmaps with cross-functional coordination.
- 8+ years of hands-on experience supporting People Soft HCM 9.2 Payroll module.
- 8+ years of experience supporting payroll batch jobs (e.g., Run My Jobs/RMJ).
- 8+ years of experience preparing and delivering executive-level presentations.
- 8+ years of experience supporting audits and responding to data requests (including open records requests).
- 8+ years of experience interpreting contractual requirements and ensuring vendor compliance.
- 8+ years of experience planning and coordinating statewide fiscal year-end processes.
- 8+ years of experience managing Approval Workflow Engine (AWE).
- 8+ years of experience creating WCAG 2.1-compliant documentation and materials.
- 5+ years of experience using People Soft tools such as PUM, Fluid UI, and Elasticsearch.
- 5+ years of experience supporting payroll operations across multiple agencies, including 941 reconciliation and payroll discrepancy resolution.
- 3+ years of experience with ITIL-based IT service management (ITSM) and IT asset management (ITAM) practices.
- 8+ years of experience participating in Disaster Recovery exercises.
- 8+ years of experience performing SQL activities to maintain system synchronization across integrated environments.
- 8+ years of experience providing Tier 2 Service Desk support in large, multi-agency environments with Tier 3 managed services support.
- 8+ years of functional project management experience supporting enterprise payroll programs.
- 8+ years of knowledge of State of Texas policies and procedures.
- 8+ years of experience in Texas public sector environments supporting 30+ state agencies.
