Project OverviewThis role supports enhancements to a Long-Term Care Online Portal (LTCOP) to automate the request and authorization of IDD Habilitative Specialized Services (IHSS) as part of a federally required Preadmission Screening and Resident Review (PASRR) process.
The system is used by long-term care providers to submit forms, screenings, evaluations, and Medicaid-related assessments. The project begins in early 2026, with system implementation targeted for mid-2026.
Role SummaryThe Business Analyst III will serve as a key contributor on an IHSS automation initiative, working closely with program leadership, Product Owners, Agile sprint teams, and business stakeholders.
This role provides subject matter expertise, leads business analysis activities, documents and improves business processes, supports Agile delivery, and ensures system functionality aligns with Medicaid and PASRR requirements.
Key Responsibilities- Analyze program policies and procedures and assess impact on automated systems
- Elicit, document, and validate complex business and system requirements
- Review and approve vendor-produced technical and functional documentation
- Act as liaison between business stakeholders, technical teams, and vendors
- Develop and maintain business process maps, system design procedures, and quality standards
- Identify, prioritize, and manage product backlog items and user stories
- Create test plans, test strategies, scenarios, and exit criteria
- Execute and support system testing and User Acceptance Testing (UAT)
- Track and report testing status, risks, issues, and mitigation plans
- Identify project risks and recommend mitigation strategies
- Support Agile ceremonies and SDLC activities
- Develop training materials and deliver end-user training as needed
- Perform related duties as assigned
- 8+ years of experience as a Business Analyst
- Experience supporting application or software development projects
- Strong requirements documentation and stakeholder engagement skills
- Experience translating business needs into technical solutions
- Experience reviewing and approving vendor-developed requirements
- Agile/Scrum methodology experience
- Backlog management and user story prioritization experience
- Test planning, execution, and UAT experience
- Experience with Medicaid Management Information Systems (MMIS)
- Strong written and verbal communication skills
- Proficiency with Microsoft Teams, Word, Excel, Visio, and Power Point
- Experience with Texas Medicaid programs
- PASRR experience
- Experience with Long-Term Care Online Portal (LTCOP)
- Experience supporting state or government systems
- Monday–Friday, 8:00 AM – 5:00 PM (CT)
- Occasional evenings, weekends, or holidays may be required with approval
