Job Description:

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Position Summary:

This role requires a highly skilled communicator to serve as a project-focused technical business analyst translating complex business processes, screens, and data flows into clear, testable, traceable, and technically actionable requirements, building business process flow diagrams and visuals. This position will support the transition of CARE functions from a legacy mainframe environment into modern, modular, Medicaid Enterprise System-aligned solutions. The CARE Program of IT projects includes several concurrent, coordinated work streams.

This position will focus on ensuring a smooth migration of CARE-related business, data, reporting, and integration capabilities from the current location to future locations. The selected candidate must be able to work across business, application, data, reporting, infrastructure, security, and project delivery teams to document current-state business and technical processes, translate business to technical needs, map business and technical dependencies, identify gaps, and work with stakeholders to define future-state business and technical requirements that support continuity of Medicaid operations.

- Experience working across business, application, data, infrastructure, security, and vendor teams.

- Experience supporting complex IT projects with multiple stakeholders, dependencies, risks, and decision points.

- Strong written and verbal communication skills, including executive-ready summaries and technical documentation.

- Experience analyzing data flows, interfaces, reports, source-to-target mappings, or system integration dependencies.

- Experience supporting legacy system modernization, mainframe retirement, system replacement, or enterprise transformation.
