Comptroller - CAPPS Financials Purchasing Analyst; Systems Analyst VI

Overview

The Comptroller’s Office is the state’s chief accountant, tax collector, treasurer, and purchasing manager. This position provides core system and deployment support for CAPPS Financials, primarily the Purchase Order (PO) module, and leads incident and disaster recovery processes.

• Plan, design, develop, implement, support and maintain IT security measures for CAPPS core systems.
• Provide functional support during application development, change processes, and integrations between CAPPS Financial and other CPA legacy systems.
• Serve as the primary functional expert for the CAPPS Purchase Order module.
• Identify problems, propose solutions, and develop functional design documents for code modifications.
• Coordinate testing, diagnostics and ensure critical requirements are met.
• Develop reporting and system requirements; support Major Incident Management (MIM) for P1 and P2 incidents.
• Plan and participate in disaster recovery exercises and telework emergency response.
• Oversee or train staff for technical or system upgrades and guide the implementation process.
• Assist CAPPS Production Support Service Desk and mentor agency staff.
• Provide deployment and expansion support for new agencies, module expansions, and third‑party integrations.
• Perform customer‑facing duties, analyze agency fits/gaps, prototype configurations, and conduct user acceptance testing.
• Manage projects that cross agency systems, coordinate scheduling, and produce study reports with recommendations.
• Perform conversion activities, support fiscal year‑end, audit, image upgrade, legislative coordination, security analysis, and tools upgrade projects.
• Carry out any other related duties as assigned.

• Graduation from an accredited college or university with a bachelor’s degree.
• Six years of experience in process or systems analysis of one or more: general ledger/commitment control, purchasing/e‑procurement, accounts payable, billing/accounts receivable, inventory, asset management, project costing, customer contracts, grant accounting, or planning and budgeting.
• Two years of experience using the Purchase Order module in People Soft 9.2 or higher.
• Experience writing Functional Design Documents.
• Participation in ERP initiatives and support of ERP systems in a production environment.

• Graduation with a bachelor’s degree in business, public administration, communications, computer science, computer information systems, or management information systems.
• Experience developing requirements, analyzing, designing, developing, testing, and implementing components of the Comptroller’s statewide financial systems (Centralized Accounting, Payroll/Personnel System, Texas Identification Number System, State Property Accounting System, Uniform Statewide Accounting System).
• Experience writing SQL queries via SQL Developer and analyzing data using People Soft FSCM PO module.
• Experience with Texas state government processes, policies, and procedures.
• Experience creating training curricula, conducting training classes, and evaluating training programs.

One additional year of experience with system processing/support or systems analysis in any of the following: CAPPS Financials, accounts payable, general ledger, purchasing, billing/accounts receivable, inventory, asset management, project costing, customer contracts, grant accounting, or planning and budgeting. May substitute up to thirty semester hours of education (maximum 120 semester hours).

• ITIL Training completed annually (required); certification optional.
• People Soft Financials functional certification(s), Project Management Professional (PMP), Certified Public Accountant (CPA), and/or Government Financials certification(s) preferred.
