Project Manager III provides project management duties for the FSS Prevention and Early Intervention data reporting system (PEIRS) and related IT projects. The role bridges business needs and IT solutions, guiding requirements gathering, documentation, scheduling, risk management, and stakeholder communication. The manager leads projects from initiation through completion, including testing, training, and user acceptance, using agile processes and senior-level expertise.
Essential Job Functions• Attends work regularly and performs assigned duties.
• Manages, develops, and evaluates projects using accepted methodologies, providing expertise in PEIRS and related systems.
• Elicits, analyzes, validates, and documents business requirements; creates process models and use cases.
• Provides technical assistance and guidance to internal staff, vendors, and other agencies.
• Serves as liaison and facilitates communication among stakeholders.
• Performs additional duties as assigned.
- Knowledge of HHSC Family Support Services program and initiatives
- Knowledge of Microsoft Office applications including Excel, MS Project, and Word
- Knowledge of SQL applications including Oracle or Snowflake
- Knowledge of principles of the agile process
- Knowledge of project management processes and tools
- Skill in eliciting user requirements and ensuring systems meet business needs
- Skill in project monitoring, scope, budget, and schedule management
- Skill in meeting facilitation, problem‑solving, and conflict resolution
- Effective verbal and written communication with diverse audiences
- Judgment in decision making and risk identification
- Ability to prepare reports and communicate findings
- Ability to analyze problems, evaluate alternatives, and propose solutions
- Experience in project management required
- Experience with prior IT project management preferred
- Graduation from a college or university with coursework in business administration, computer science, information systems, or related field generally preferred
- Experience conducting training, meetings, or workshops preferred
- Previous experience working for a Texas State Agency preferred
- Experience and education may be substituted on a year‑for‑year basis
