Job Description

The Cyber Security Analyst II:
Training Awareness Coordinator is assigned different tasks to include researching, evaluating, and recommending agency training needs to ensure the appropriate protection and reduction of risk for information resources. You will assess training needs and advise the agency on the security training awareness requirements as well as the risks within various business initiatives. The position develops, recommends, and evaluates the implementation of plans designed to train and educate agency employees and contractors to avoid accidental or unauthorized modification, destruction, or disclosure of information for agency administered systems as well as third‑party administered systems.

Essential Job Functions (EJFs)
  • Manage and operate the HHS Training and Awareness Program (30%) – Provides Security Awareness Training, defines, prepares, delivers, and facilitates an ongoing awareness campaign; conducts and coordinates information security training and awareness initiatives such as the annual Cyber‑Security Awareness Fair; ensures state requirements for annual training are met; maintains knowledge of industry threats and delivers periodic notifications; researches and proposes process improvements.
  • Help mature the Information Security Program (25%) – Acts as a subject‑matter expert for the assurance program; reviews and supplies feedback on the Information Security Plan; champions security awareness and educates via CISO SharePoint and website; proposes policy and procedural suggestions; assists in creation and maintenance of training criteria; supports compliance through documentation; performs needs assessment of controls.
  • Ensure compliance of sensitive data handling systems (20%) – Researches and proposes training process improvements; monitors and reports on internal and external security threats; participates in vendor product reviews and developments; develops clear information security policies, standards and guidelines; works with auditors during fieldwork; facilitates development of action plans; responds to status requests and special projects.
  • Provide leadership to other security analysts (20%) – Leads and mentors analysts; builds relationships with business and IT organizations; responds to customer security assessments; investigates and recommends new products; serves as central contact for internal and external customers on training issues; acts as escalation point for complex support functions.
  • Perform or lead other duties as assigned (5%) – As needed.
Knowledge,

Skills and Abilities

(KSAs)
  • Knowledge of NIST SP 800 series, especially SP 800‑53; ability to demonstrate control structures.
  • Knowledge of computer systems, network layers, operating systems, Internet technologies, databases, and security applications.
  • Capability to develop enterprise‑wide security policies, standards, and guidelines with appropriate risk tolerances.
  • Experience with Enterprise Governance Risk & Compliance solutions.
  • Project management skills and ability to manage multiple priorities.
  • Excellent written, verbal communication, and presentation skills.
  • Computer operation skills and ability to configure, deploy, and monitor security infrastructure.
  • Experience evaluating networks/systems for control requirements per IRS Pub.
    1075 and related guidelines.
  • Critical thinking and solution development abilities.
  • Capability to resolve complex security issues in decentralized environments.
  • Ability to maintain security of critical infrastructure systems and ensure compliance with national security laws and foreign ownership restrictions.
