Job Description

Under general direction from the Chief Information Officer (CIO), the Chief Technology Officer (CTO) of Austin Technology Services (ATS) is responsible for the development and execution of the City’s Technology Roadmap, the management of enterprise architecture, and technology infrastructure. The CTO manages long‑term capital planning based on documented business cases and produces a coordinated, consistent plan for City government technology.

• Assist in the planning, development, and implementation of City‑wide technology strategies.
• Plan, organize, coordinate, manage, and direct the day‑to‑day operations of the assigned business technology unit.
• Oversee the preparation of the departmental business plan and budget.
• Create and continually update the Citywide Technology Strategy, leveraging strategic initiatives across the department business units and considering emerging technologies.
• Provide direction for achieving the goals set forth in the Strategic Plan by working collaboratively with IT and business leadership to integrate tactical plans, projects, and strategies.
• Examine City‑wide strategic goals and direct short‑ and long‑range planning and analysis of government service delivery trends to recommend future goals.
• Facilitate the study of innovative technologies and their applicability to City business needs.
• Coordinate the examination, analysis, and development of innovative business models to enable the City to improve comprehensive IT service delivery.
• Administer enterprise architecture and maintain the architectural blueprint, aligning it with City department goals.
• Work collaboratively with the CIO and other departments to develop and implement practical, cost‑effective processes for evaluating and implementing technology projects.
• Develop and implement processes for evaluating information systems and other technology initiatives applicable across the organization.
• Oversee technology evaluation and selection activities.
• Analyze future opportunities and threats, assess long‑term financial uncertainty and risk, and make recommendations to the CIO on positioning City IT for success.
• Conduct long‑range planning and project prioritization through business cases at the request of City departments.
• Develop effective relationships with internal and external stakeholders to advance the City’s understanding of promising information technologies.
• Supervise staff: select, train, evaluate, counsel, and recommend for dismissal.

• Graduation with a Bachelor’s degree in Business Administration, Economics, Engineering, Finance, Information Systems, or Computer Science, plus seven (7) years of related experience, including two (2) years in a managerial capacity and two (2) years in IT operations or planning.
• Education may substitute for up to two (2) years of non‑managerial experience.
