General Description:

Under the supervision of the Data and Reporting Manager, the Systems Analyst V performs highly advanced (senior level) systems analysis, including planning, designing, configuring, automating, and deploying new or enhanced systems for the Office of Area Agencies on Aging (OAAA). Responsibilities include analyzing requirements, automating manual processes, providing technical guidance, data analysis, and ensuring ongoing optimization of systems. This role leads projects with multiple work streams across programs and conducts User Acceptance Testing to ensure critical system requirements are met.

The Systems Analyst V evaluates and implements data management tools, develops and maintains technical documentation, and prepares flowcharts, diagrams, and reports. The analyst consults with agency leadership on technology strategies and recommends system modifications or policy updates to improve business processes. This position works under minimal supervision and may oversee the work of others.

Essential Job Functions (EFJ)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

  • 35% Project Management and Coordination: Leads, plans, organizes, coordinates, and monitors IT initiatives from initiation through completion. Manages deliverables, timelines, risks, and stakeholder expectations. Maintains project documentation and artifacts. Defines scope, purpose, timeline, and outcomes. Acts as a liaison to HHSC IT and coordinates across operational teams, leadership, policy staff, vendors, and other stakeholders. Identifies project risks and designs mitigation strategies.

    Represents OAAA at meetings with vendors, work groups, conferences, or other events.
  • 25% Systems Support: Supports cloud-based SaaS implementation and ongoing maintenance in coordination with HHSC IT and SaaS vendor. Develops functional design specifications, leads User Acceptance Testing, and applies software development and testing methodologies to ensure quality, security, and maintainability. Oversees SaaS solutions to ensure alignment with business processes and IT standards.
  • 20% Data & Reporting: Oversees databases and data collection systems; ensures data integrity and compliance with reporting requirements. Performs data loading via SQL/SAS and other languages, analyzes data to guide decisions, and ensures accuracy of reporting tools and procedures. Coordinates with subject matter experts and maintains data security protocols.
  • 15% Technical Assistance: Provides guidance, training, and technical assistance to OAAA staff and agencies regarding reporting tools and system workflows. Assists in policy and procedure development. Develops training materials, communication plans, and performance measures. Supports other areas with SaaS expertise.
