Senior People Soft HCM Time & Labor Functional-Technical Consultant

Position Requirements- Perform highly advanced (senior-level) consultative services and functional assistance related to supporting the CAPPS Program.
- Provide support for CAPPS HR/PY Time and Labor (T&L) module in alignment with module & tower leads, CPA management, and the Tier 3 Managed Services vendor.
- Support functional configurations (TRCs, Programs, Work groups, ORCs, Task Profiles, Task Groups, Schedules, Value List, Security Groups, Time & Labor Rules & Rule Programs).
- Implement and support Fluid timesheet functionality, including system configuration, setup, security & roles, integrations, testing, documentation, training, expansion & change management, and ongoing support.
- Utilize technical skillsets such as Integration Broker (Web Services, REST/SOAP), SQR & BI Publisher report customization, People Soft security (including Texas multitenancy), and IT security design and maintenance.
- Support T&L batch job issues/failures and manage tools like PUM, Fluid UI changes, lifecycle management, Elasticsearch/Search Framework, and data migration.
- Provide functional support for CAPPS HR/PY application and act as a point of contact for CAPPS agencies.
- Lead functional design phase: create & review Functional Design Documents, perform configuration changes, and other assigned functional activities.
- Collaborate cross‑functionally: problem‑solving, interpreting Texas HR policies, gathering requirements, UAT, regression testing, incident management (Service Now & BOSSDesk), and communication with policy personnel, analysts, agencies, and vendors.
- Account for legacy system interdependence (SPRS, HRIS, etc.) and provide structured cross‑training to junior analysts.
- Train & support agency personnel per organizational requirements.
- Participate in active projects: module expansions, fiscal year‑end, calendar year‑end, 1095‑C, legislative changes, federal mandates, and third‑party integrations.
- Operate within CPA processes, policies, and schedules, completing deliverables on time.
- Support Fiscal Year‑End: planning, scheduling, sick leave conversion, leave liability processing, and emergency leave reporting.
- Provide Level 2 Service Desk support, complex ticket handling, advanced troubleshooting, documentation, and basic system configuration with the Managed Services vendor.
- Ensure digital products & content comply with WCAG 2.1 accessibility standards.
- Work independently with minimal supervision, following established processes.
- Ensure accurate data production, enforce security & multi‑tenancy, maintain system performance, and enforce applicable policies.
- Apply ITIL principles for IT service management and asset management.
- Participate in CPA’s Major Incident Management for P1 & P2 incidents.
- Engage in disaster recovery and upgrade testing.
- Make presentations at CAPPS User Groups and Steering Committee.
- Participate in SOC‑1 attestation audits, ensuring controls for accuracy, security, availability, processing integrity, confidentiality, and privacy.
- Perform other related work as assigned.
Skills and Qualifications
- 8+ years required: strategic roadmap creation, strong planning skills, functional insight, and cross‑functional communication.
- 8+ years required: extensive experience supporting People Soft HCM 9.2 Time & Labor module.
- 8+ years required: system configuration changes.
- 8+ years required: technical skillsets involving App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects.
