The candidate will provide the services of a Business Analyst 2, who meets the general qualifications of Business Analyst 2, Applications/Software Development and the specifications outlined in this document for the client.

Responsibilities include:

• Reviewing, analyzing, and evaluating business systems and user needs.
• Formulating systems to parallel overall business strategies.
• Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.
• Familiar with industry standard business process mapping, and reengineering.
• Preparing solution options, risk identification, and financial analyses.
• Writing detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
• Participating in highly complex (senior-level) Information Technology (IT) business requirements and related activities throughout the Business Automation and Social Services Applications (SSA) divisional areas of responsibility.
• Providing analysis and guidance to other agency areas regarding interpreting policies and procedures within the arena of eligibility-system functionality.
• Serving as a senior analyst in developing and implementing eligibility programs' business rules, business requirements, and technical specifications of changes or additions to current or future technologies.
• Assisting in developing and implementing continuous process improvement initiatives.
• Performing root cause analysis and the development of appropriate corrective action plans for IT systems and processes.
• Reviewing complex project deliverables and providing comments and suggestions to document owners.
• Preparing and presenting complex communications and/or reports on projects, assignments, and/or activities to all levels of staff up to and including executive management.

Candidate skills and qualifications:

• Four years of experience in Ability to mentor and provide consultation and direction to other Social Services Applications (SSA) staff.
• Four years of experience in Ability to analyze and interpret technical information including regulations, policy, and automation system documentation.
• Four years of experience in Ability to communicate in writing, translating user/business needs into a technical style, and communicate technical instructions to system users.
• Four years of experience in Ability to plan and coordinate individual and group work activities.
• Four years of experience in Ability to detect and diagnose application problems.
• Four years of experience in Ability to create technical designs for solutions to problems.
• Four years of experience in Ability to work professionally with a broad range of stakeholders.
• Four years of experience in Ability to prepare concise business requirements, technical specifications documents and related artifacts.
