Brief

Job Description:

Serves as the Team Lead for Information Technology and Privacy, reporting to the HIV/STD Operations Director, with considerable latitude for the use of initiative and independent judgment. Performs highly advanced consultative services and technical assistance to Section programs, including the HIV/STD Prevention Unit, Care and Medication Unit and the HIV/STD/HCV Epidemiology and Surveillance Unit. Determines and presents business cases for IT projects.

Prepare, document and implement project plans for system upgrades as needed. Oversees the coordination of data issues between multiple groups. Analyzes customer requirements, develop business procedures, and provide solutions to improve existing systems. Develop strategies for improving IT-related program operations, writes work plans for business improvement projects, oversees and monitors progress. Apply principles of project management for these projects. Conducts detailed monitoring, analyses and review of processes and procedures to define and recommend solutions to problems.

Prepares summaries and briefings for senior management on major projects. Coordinates and completes agency assignments on IT procurement, IT project work plans, and capital authority requests. Provide deliverable summary for IT Projects and recommend appropriate actions.

Essential Job Functions (EJFs):

EJF 1: (30%)

Serves as HIV/STD Section liaison to all areas of the HHSC/DSHS Information Technology infrastructure (e.g., Project Management, Management Services, Application Development, Operations) and with budget staff on IT procurement, capital authority issues, and project work plans. Takes the lead on completing agency IT assignments, coordinating with programs to assure accuracy and validity of information. Serves as Section liaison to the Infectious Disease Services Division on IT issues, needs, and planning.

Communicates on a technical and a non-technical level as needed with internal and external customers to provide, exchange, or verify information. Answers inquiries, addresses issues, and resolves problems and/or complaints. Develops and implements strategies to improve section disease surveillance systems and operations.

EJF 2: (25%)

Serves as senior technical consultant to HIV/STD Section programs in identifying issues and opportunities to maximize the use of information technology resources for program business processes. Conducts monthly IT meetings with section managers to determine and respond to programmatic business needs. Maintains a database of section software licenses and coordinates renewals with IT business services staff. Researches and compares potential IT solutions to business problems and shares findings with management.

Facilitates appropriate action regarding information resources, capital authority, health information technology (HIT), and health information exchange (HIE). Provides highly advanced technical support to managers to plan, implement, manage, and monitor projects, programs and services related to IT, capital authority, HIT, and HIE. Provides guidance to managers in the development and integration of new information technology resources to improve programs, and advises and interprets policies, procedures, rules, regulations, and standards of DSHS, Department of Information Resources, Health and Human Services Commission (HHSC), and other relevant agencies.
