Job Description
The Director of the Health and Human Services (HHS) Information Technology (IT) Identity and Access Management (IAM) Division is selected by and accountable to the Director of the HHS IT System Services Division. This position performs advanced, senior-level managerial work directing enterprise identity, authentication, access management, provisioning, governance, and identity security services for the Texas Health and Human Services enterprise.
The Director establishes strategic objectives, policies, standards, procedures, security controls, and technology roadmaps for identity lifecycle management supporting approximately 50,000 employees, contractors, vendors, and business partners. The position ensures IAM services comply with state and federal requirements, cybersecurity standards, audit expectations, and agency policies.
The position provides leadership for IAM modernization, identity governance, authentication services, privileged access controls, automated provisioning, and enterprise identity security. Key services include but is not limited to:
- Enterprise IAM, identity lifecycle management, and access governance
- Provisioning, deprovisioning, access certification, and role-based access control
- Single Sign-On, MFA, passkey, and enterprise authentication services
- Privileged Access Management, service account governance, and identity risk management
- SailPoint identity security platforms, application access integration, and Identity Governance Administration services
- Identity security monitoring, reporting, audit support, and compliance coordination
This position works under limited direction with extensive latitude for the exercise of initiative and independent judgment.
Essential Job Functions (EJFs)Executive Leadership and IAM Operations
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Directs IAM division operations, staffing, contracts, budgets, service delivery, and strategic initiatives.
Provides leadership to ensure secure, reliable, and efficient identity services for agency users, contractors, vendors, and external partners.
Ensures identity operations are aligned with agency strategic objectives, cybersecurity requirements, service level commitments, and operational performance expectations.
Enterprise IAM Strategy and Governance
Plans, organizes, prioritizes, directs, and evaluates technology, services, resources, and personnel supporting enterprise identity management and provisioning.
Develops and manages identity governance and provisioning models that deliver secure, scalable, auditable, and efficient access management services.
Develops and executes strategic and tactical IAM roadmaps supporting:
- Identity modernization, workforce identity transformation, and governance maturity
- Multi-factor authentication, passkey deployment, and privileged access security
- Access certification automation, role management, and application onboarding
Ensures measurable, data-driven methods are utilized to maintain predictable and reliable service delivery while meeting established service level objectives.
Identity Security and Enterprise Projects
Directs mission-critical IAM projects, modernization efforts, and enterprise identity security initiatives.
Oversees evaluation, implementation, integration, and deployment of identity-related software, cloud services, vendor solutions, and supporting technologies.
