Job Description:
The Data Analyst V reports to the Manager of the Aging and Disability Reporting team in the Data Dissemination and Reporting section of the Office of Data, Analytics and Performance (DAP). The DA V performs highly complex (senior level) data analysis to inform policy and program decisions for Medicaid Long-term Care programs. The DA V consults with internal and external customers to identify and support Aging and Disability data reporting needs.
Using standard statistical tools, methods and techniques, the DA V compiles and queries service utilization, provider and other long-term care data sets. Identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data. Provides data validation and integrity checks for long-term care program data. The DA V prepares concise, comprehensive technical reports to present and interpret the data for program staff, leadership, advisory committees and other stakeholders.
Reviews project deliverables to ensure compliance with customer needs and agency/department policies. The DA V serves as a resource for colleagues and is a key contributor in a complex and crucial data analytic environment. This position will guide the data analytic work of other team members. The DA V works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Job Functions (EJFs):
EJF 1. Data Quality/Integrity:
Provides suggestions regarding systematic changes that will improve the efficiency and quality of data analysis processes. Assesses data quality by identifying any missing, erroneous, in congruent, or duplicate data in data sets used by the unit. Coordinates with other internal groups within DAP or other areas to improve data quality. Consults and provides requirements for the improvement of data collection systems and the methods used to perform data analytics.

EJF 2. Data Analysis:
Determines the most effective method to address a given data request, construct a performance measure, or monitor various service trends. Compiles and manipulates data points using SQL, SAS, or other languages from a variety of source formats, to support complex analyses related to monitoring Medicaid Long-term Care programs. Cleans and prepares data to produce datasets required for data analysis. 20%
EJF 3. Reporting:
Oversees the interpretation of analysis results to inform the team’s presentations and reports of the results. Prepares comprehensive standard and ad-hoc reports, in written, graphical and oral format, for internal and external audiences. Ensures accuracy of data included in reports. 20%
EJF 4. Customer Focus and Communication:
The Analyst engages with a variety of people across the agency, to build strong relationships and to find creative solutions to analytic projects. Utilizes communication skills to gather the information necessary from customers to assess and address their needs. Explains analysis results in clear and non-scientific language as necessary to ensure that customers can leverage the information in decision-making. Coordinates with program subject matter experts and leadership to both ensure accuracy in approach for the analysis and to inform staff of findings in a timely manner.

EJF 5. Special projects and assignments as assigned/required:
Serves on agency committees and work groups as an SME consultant for long-term care data. Prepares and updates standard operating procedures and processes for long-term care reporting. (15%)
