Client is seeking a senior-level Business Systems Analyst who can serve as a strategic liaison between business stakeholders and technical teams to support complex system modernization and data-driven initiatives. The ideal candidate will have strong expertise in requirements elicitation, data analysis, and documentation, with the ability to translate intricate business rules and calculations into clear functional, technical, and data requirements. They must be skilled in analyzing systems and databases to identify gaps, risks, and integration needs, while producing high-quality artifacts such as process flows, data models, and UML diagrams to support solution design.

This role requires independent judgment, strong analytical capability, and the ability to ensure that system implementations and enhancements fully align with agency standards and stakeholder needs.
