GENERAL DESCRIPTION:Performs highly advanced (senior-level) managerial work overseeing the daily budget operations of the department’s agency wide, capital and Executive division budgets. Work involves establishing section goals and objectives; developing policies, procedures, and guidelines for daily operations. Assists with the coordination, collaboration, and final review of the Department’s Internal Budget, LBB/Governor Operating Budget, Legislative Appropriations Request, grants, position control, and other reports. Supervises the work of others.
Work is performed under minimal supervision, with extensive latitude for the use of initiative and independent judgment. 1. Manages the activities performed by the Budget staff identifying problem areas, determining best solutions, and advising divisional management in the corrective process and implementation of policy and procedure changes.
2. Manages the development and review of fiscal reports and analyses in collaboration with divisional staff and prepares such products for review and approval by Finance Chief and the Department’s executive management.
3. Advises and assists divisional management in the interpretation, formulation, and implementation of financial requirements.
4. Manages the establishment of goals and objectives; develops and approves schedules, priorities and standards for achieving goals; and assists in the evaluation of activities within the Budget section.
5. Manages and/or prepares a department budget and reviews and approves major expenditures; completes the analysis of financial positions and make recommendations on the utilization of funds.
6. Manages Position Control activities in a manner consistent with the Department's Executive guidance.
7. Manages the design, installation, and maintenance of efficient accounting systems for controlling, recording, and reporting transactions for Department operating funds and budgetary units.
8. Manages and develops cost estimates for legislative requests/bills and directs the preparation of these fiscal cost estimates for Agency executive review. Ensures the successful submission of legislative reports.
9. Assists in the preparation and submission of the Department's Strategic Plan and associated performance measures upon Executive approval.
10. Interacts with internal and external stakeholders to achieve goals and meet deadlines and other requirements.
11. Plans, develops and approves schedules, priorities and standards for achieving section goals. Plans, assigns, and supervises the work of others.
12. Develops agency's financial reports and presentations for legislative committees.
13. Coordinates and responds to external and internal audits.
14. Represents budget for Finance as needed within the agency and establish and maintain liaison with other state agencies.
15. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.
16. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:Education
Graduation from an accredited four-year college or university with a bachelor’s degree required; major in Business, Public Administration or related field preferred.
