GENERAL DESCRIPTION: Perform highly complex (senior-level) contract management work related to leasing contracts/projects for Facilities Management. Duties include directing, handling, and coordinating building leases, space management, and facilities/furnishings program planning and installation, as well as construction, tenant improvements, and occupancy of leased buildings. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL

DUTIES / RESPONSIBILITIES:
  • Manage, direct, and oversee the development of and/or develop solicitations for leases by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications and contract boilerplate. Serve as subject matter expert and/or resource to internal and external parties.
  • Develop goals and objectives for leased space by analyzing real estate markets and state agency space needs, and provide expertise on commercial space and leasing processes.
  • Maintain transparent and detailed aspects of all leases with the Texas Facilities Commission, as it is the main governing body over state agency leasing.
  • Administer, interpret, and monitor building leases, renewals, plans, specifications, and various issues to ensure legal and regulatory compliance. Act as a point of contact for internal customers and the Texas Facilities Commission to resolve issues and provide guidance regarding policies and procedures.
  • Manage modifications and enhancements. Initiate, plan, execute, control, and close assigned leases and subsidiary components. Perform lease negotiations, including renewals, space transfers, and contract amendments, ensuring compliance with statutes, rules, and contractual provisions.
  • Assist with the development of memorandums of understanding or other types of leasing agreements between governmental entities. Monitor legal and regulatory requirements pertaining to contracting as it relates to DPS leases while coordinating with stakeholders, including county officials and other state agencies, to assess business needs for specific locations.
  • Develop, coordinate, and track assigned leasing project tasks, resources, and priorities, including preparing requests for proposals and floor, space, and/or furnishings schematics.
  • Prioritize the agency's fiduciary responsibility by acting in the state's best interest. This includes a duty of utmost care, fair dealing, and providing full disclosure of all material facts to ensure the state's interests are protected within a lease agreement.
  • Monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with the terms of the contract and policies. Recommend cancellation of contracts when deviations occur. Compile, archive, and distribute leasing information and reports to management.
  • May assist with creating detailed and up-to-date reporting to ensure no lapses in agreement terms take place and to allow accessible oversight for stakeholders, statistical analysis, and/or forecasting.
  • Coordinate the risk assessment process for lease monitoring and planning. Assist with developing leasing administration policies and procedures. Evaluate areas for improvement and recommend solutions.
  • Manage lease space portfolios, evaluate bid proposals, and enforce contract compliance. May assist with renovations and modifications. May oversee the build-out of space.
  • May perform the duties of their supervisor relative to their scope of work in the event that their supervisor is unavailable or has delegated authority.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

  • GENERAL QUALIFICATIONS and REQUIREMENTS:

    Education: High School Diploma/equivalent is required. Graduation from an accredited four-year college or university with a major in construction management, business or public administration.
