Essential Duties- Organizational Leadership and Operational Management (65%) – Performs division administrative duties, coordinates personnel management, manages the division budget, oversees division funding programs, directs and supervises staff, mentors and evaluates employees, develops strategic plans, and ensures operational efficiency.
- Program and Resource Planning (10%) – Communicates with diverse constituencies to resolve problems and explain technical strategies and operational methodologies for freshwater fisheries conservation.
- Stakeholder Engagement and Interagency Collaboration (20%) – Interacts with governmental agencies, non‑governmental organizations, industry partners, academic institutions, and the public to identify and implement solutions to complex fisheries challenges.
- Marginal Job Duties (5%) – Performs additional duties as assigned and complies with agency, division, and department rules, regulations, and procedures.
Minimum Qualifications
- Education – Bachelor of Science or higher in Fisheries or a closely related field.
- Experience – Seven years of progressive experience in fisheries management, conservation, culture, research, planning, and/or policy; five years of supervisory experience.
- Must possess or obtain within 30 days a valid class “C” Texas driver’s license.
- Education – A Master of Science may substitute one year of required experience; a Ph.D. may substitute two years.
- Education – Master of Science in Fisheries Biology, Aquaculture, Fisheries Management, Aquatic Ecology, Environmental Sciences or similar.
- Five years of governmental supervisory experience in fisheries management.
- Seven years of experience in budget development and management.
- Seven years of experience working with constituency groups and multi‑agency partnerships focused on freshwater fisheries.
- Direct experience interacting with commissions, boards, committees, advisory groups, legislature, and regulatory agencies.
- Knowledge of fisheries management and conservation; freshwater ecosystems; fisheries science laws and regulations; public administration principles.
- Skill in MS Word, Excel, Teams, and Outlook; logistics, planning, and program implementation; leadership, staff development, and teamwork; effective verbal and written communication; problem solving; negotiation; and presentation of policy proposals.
- Ability to develop, implement, and evaluate programs; prioritize workload; work as a team; direct program activities; establish goals aligned with the division’s strategic plan; identify problems and implement solutions; make sound judgments on program direction and resource allocation.
- Required to work 8 hours per day, 5 days per week; may be required to work overtime, holidays, weekends, and other hours with supervisor approval.
- May be required to operate a state vehicle.
- Required to travel 15 % of time with possible overnight stays.
- Required to conform to dress, grooming, and safety standards; follow non‑smoking policy in all state buildings and vehicles.
