Reports To: Deputy Superintendent of Business & Operations

Department: Business Office

Compensation: AP 511

Days: 226

Starting Date: Immediately

Primary

Purpose:

Responsible for all financial and business affairs of the District, including developing policies and procedures related to accounting, payroll, accounts payable, purchasing, warehouse, mail room, and compensation plan. Works with the Deputy Superintendent to execute real‑estate transactions and tax collection functions, safeguarding District resources and ensuring efficient use. Provides leadership for the district’s financial services to ensure legally sound and effective management practices.

Directs and monitors the management and investment of all district funds, keeping them adequately protected. Serves as chief financial and budget advisor to the superintendent and board of trustees.

Minimum Qualifications

Education/Certification Requirements:

  • Bachelor’s degree in Business, Accounting, or related field (Master’s preferred)
  • T.A.S.B.O. certification preferred
  • Valid Texas Driver’s License
  • Successful background check outcome; employee pays non‑refundable fee (~$50)

Experience:

  • Minimum of 5 years in a school district business office or related field
  • 3 years of CFO experience preferred
Major Responsibilities and Duties
  • Communicate with the Deputy Superintendent regarding all matters in Business and Finance
  • Collaborate with the Deputy Superintendent to submit agenda items to the Board of Trustees
  • Assist campus and department personnel with budgetary information for classroom resources
  • Ensure preparation and integrity of all district business, accounting records and related financial reports per T.E.A. standards
  • Oversee and approve expenditure of all bond funds
  • Develop long‑term and short‑term objectives for district business operations and prepare the district budget; monitor variances and oversee adjustments
  • Act as financial advisor to the superintendent and board of trustees
  • Maintain the district’s investment portfolio and supervise investment decisions to protect funds
  • Implement policies established by federal, state, and local laws, including State Board of Education rules
  • Supervise personnel in accounting, budgeting, payroll, accounts payable, purchasing, warehouse, and mail room
  • Monitor general ledger for compliance with A.S.R.A.G. and PEIMS guidelines
  • Review journal entries and cash receipts vouchers prepared by staff
  • Oversee the annual financial audit and coordinate required submissions
  • Review work performed by professional staff across departments supervised
  • Establish policies and procedures ensuring compliance with federal, state, and local regulations
  • Manage cash functions including collateralization and investing to meet cash flow needs
  • Assist financial advisors with official statements, continuing disclosure, and debt service payments
  • Recommend personnel for hiring, termination, or development within supervised departments
  • Ensure the financial database is accurate and secure, maintaining data integrity
  • Coordinate financial submissions for the Public Education Information Management System
  • Research and implement new technologies to improve financial operations
  • Assist principals and bookkeepers with student activity funds and operating budgets
  • Identify opportunities for efficiency and implement new procedures
  • Demonstrate awareness of district community needs and initiate responsive activities
  • Develop clear financial information formats for the community and staff
  • Maintain a consistent professional demeanor and appearance
