General Description
Performs highly complex/advanced (senior level) managerial work administering the daily operations and activities of budget, grants, payroll and time and leave. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating business functions, division, or department activities;
developing and evaluating budget requests; and monitoring budget expenditures. Plans, assigns and supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions

Manages the day-to-day work activities for budget and payroll personnel.
- Manages the establishment of goals and objectives for budget, grants, and payroll personnel; develops and approves schedules, priorities and standards for achieving goals; manages evaluation activities.
- Manages the development of guidelines, procedures, policies, rules, and regulations, monitors compliance with budget and payroll policies and procedures.
- Manages the creation and submission of Legislative Appropriations Request, Federal Disaster reports, Governor's Operating Budget as well as the Annual Non-Financial Report
- Manages reporting requirements to oversight agencies including the Comptroller of Public Accounts, State Auditor's Office, Legislative Budget Board and Office of the Governor. Oversee special-projects, program analyses, research studies, and internal audits.
- Manages Grants Coordinator and related grant process; ensures grant applications, expenditure tracking and quarterly reports are submitted timely.
Oversees the development and implementation of techniques for evaluating business functions or division or department activities.
- Oversees staff development plans and activities.
- Monitors agency expenditures and patterns and reports anomalies to executive management.
- Conducts programs focusing on continuous process improvement
- Develops and evaluates budget requests, monitors budget expenditures, and makes adjustment as necessary.
Plans, implements, coordinates, monitors, and evaluates policies and procedures, and monitors compliance with policies and procedures.
- Identifies areas of needed change and makes recommendations to improve operations.
- Provides technical guidance for payroll, budget, grants and time and leave.
- Represents BSD in management and commission meetings and/or at committee hearings.
- Assists in the coordination of federal funds related to disasters or other funds related to mandatory transfers.
Manage multiple business functions and provide oversight to associated personnel.
- Plans, assigns, and manages activities of budget, grants and payroll staff.
- Performs related work as assigned.
Education:
Graduation from an accredited four-year college or university with a degree in accounting, finance, business, or related field is generally preferred.
Experience:
- For Manager IV -- Four (4) years of experience in managing budget preparation and analysis, financial management, fiscal policy making, and position control. The position requires demonstrated knowledge of Legislative Budget Board (LBB) rules and instructions, Texas Comptroller of Public Accounts (CPA) rules and guidance, and the General Appropriations Act (GAA). Additionally, knowledge of human-resource-related policies and procedures is required. Experience must include application of CPA and SAO standards on personnel actions, payroll, and time and leave.
- For Manager V - Five (5) years' experience in managing budget preparation and analysis, financial management, fiscal policy making, and position control. The position requires demonstrated knowledge of Legislative Budget Board (LBB) rules and instructions, Texas Comptroller of Public Accounts (CPA) rules and guidance, and the General Appropriations Act (GAA). Additionally, knowledge of human-resource-related policies and procedures is required. Experience must include application of CPA and SAO standards on personnel actions, payroll, and time and leave.
Applicable Substitutions:
Experience and education may be substituted for one another on a year per year basis.
Knowledge
- Knowledge of finance administration, budget, control and fiscal accounting; and of TABC's financial program, governmental accounting, policies and procedures, and laws and regulations pertaining to fiscal operations.
- Knowledge of local, state, and federal laws and regulations relevant to personnel actions, time and leave, payroll, financial reporting and expenditures for the agency.
