Performs advanced (senior-level) project portfolio management, managerial, and leadership work related to the implementation of complex technology hardware and software projects supporting Technology Modernization efforts at the Railroad Commission of Texas. Project planning and implementation require coordination across multiple initiatives, divisions, vendors, and stakeholders.
- Manages multiple projects simultaneously and provides direct supervision and leadership to project managers and staff, including assigning and reviewing work, conducting administrative and personnel-related tasks, and providing ongoing coaching, training, mentoring, and professional development.
- Establishes and oversees an overarching program and portfolio management plan while coordinating the planning, initiation, execution, and successful delivery of multiple interrelated technology projects such as SaaS, COTS applications, data migration, system modernization, infrastructure upgrades, and business process improvements.
- Monitors project progress, budgets, schedules, risks, and deliverables; ensures projects are completed in accordance with established standards, methodologies, policies, and procedures; and communicates project status and outcomes to executive leadership, stakeholders, and other relevant parties.
- Works under limited supervision with considerable latitude for the use of initiative, independent judgment, and decision‑making authority.
- Plans and directs resources necessary to develop and support the agency's IT priorities, strategies, and goals.
- Leads system‑level projects and obtains authorization for the projects and commits resources from management; develops, monitors, and reports on program and project budgets, schedules, work plans, resource requirements, cost estimates, and projections.
- Manages ITS human resources, including completing personnel management, administrative, and organizational functions, and ensuring professional development of team members.
- Handles managerial responsibilities, including hiring new staff, establishing annual performance goals for all direct reports, conducting mid‑ and year‑end performance evaluations, and planning and coordinating annual training.
- Works closely with project managers to monitor costs, quality, risks, and issues; analyzes trends; reports findings; and makes recommendations to mitigate project concerns.
- Coordinates activities for multiple projects with potential oversight entities (DIR, LBB, QAT, SAO, etc.), vendors, and staff augmentation contractors.
- Compiles, distributes, and presents information and status reports to many levels of management, including senior RRC executives and state and oversight agencies.
- Coordinates, develops, and evaluates a portfolio of projects using accepted management methodologies, including establishing rules and procedures for portfolio‑level decisions, analyzing and monitoring project components to identify issues, risks, and opportunities for improvement; designing strategies to mitigate or avoid future risks; monitoring and managing budgets and expenditures; ensuring project deliverables are acceptable and fulfill contract terms; and providing direction with SOP.
- Manages and develops outsourced service provider contracts/agreements, including drafting project solicitations/scope of services; evaluating offers; overseeing work order drafting; managing and tracking; acquiring and tracking staff augmentation vendors; and managing overall project and program budgets.
