Overview

The Disability Resource Management (DRM) Manager (Manager III) is accountable to the SSA Disability Resource Management Senior Director and is responsible for managing the highly complex financial operations for the Texas Disability Determination Services (DDS) facility.

Key Responsibilities
  • Manages and maintains oversight of a highly complex state and federal multi‑million‑dollar budget, develops and authorizes budget requests and revisions, and prepares accurate financial reports (25%).
  • Plans, assigns, monitors, and supervises personnel, including selection, retention, evaluation, mentoring and training; manages multiple projects and prioritizes work to meet deadlines (20%).
  • Establishes standards for customer‑focused communication, coordinates within and outside the department, and prepares confidential agency communications (20%).
  • Manages administration of automated financial systems (CAPPS, USAS, TINS), resolves fiscal issues, monitors regulations, and processes requisitions, purchase orders, and contracts (15%).
  • Conducts or reviews program area statistical reports, performance analyses, research studies, and special investigations to identify trends and ensure agency goals are met (10%).
  • Develops and implements guidelines, procedures, policies, and standards to ensure compliance with federal disability laws and SSA, state, local and agency regulations (5%).
  • Represents the program area as a subject‑matter expert at meetings, conferences, and panels within the agency and at the local, state and national levels (5%).

Extensive Knowledge of

  • state and federal budget, accounting, and financial programs and systems;
  • managing a complex multi‑million‑dollar state and federal budget across multiple years;
  • HHSC Portal & Financial sites, IAMOnline and CAPPS;
  • related state and local laws, regulations, policies, and procedures;
  • public administration and management principles and practices.

  • establishing and maintaining effective working relationships and collaborating with colleagues, agencies, and vendors.

  • analyzing management and financial problems and developing and presenting alternative solutions;
  • evaluating budget requests, managing the DDS budget, and overseeing high‑level accounting staff.

  • prepare concise reports and performance assessments.
Required Registrations, Licensure or Certifications

CPA preferred.

Initial Screening Criteria
  • Two years’ experience in the management of a business function, division, or department relevant to the assignment;
  • Graduation from an accredited four‑year college or university with major coursework in a field relevant to the assignment (education may substitute for experience and vice versa);
  • Experience in maintaining a State or Federal annual operating budget within State or Federal guidelines;
  • Employment stability demonstrated in the applicant’s work history.
Additional Hiring Criteria

Applicants must not have a history of substantiated fraudulent activity against HHSC or any programs it administers. They must repay any non‑fraud over payment with an outstanding balance. Applicants will be required to obtain a full suitability clearance through SSA and will undergo a federal background investigation.

Work Environment and Schedule

Position requires working in a highly stressful and fast‑paced environment with constant pressure to meet deadlines. The role may require travel up to 5 % of the time, occasional weekend and holiday work, and overtime beyond normal business hours.

Legal Compliance

HSPD‑12 security clearance required. The position is not eligible for telework and must be performed onsite.
