Deputy Division Director – Inland Fisheries
Under the direction of the Inland Fisheries Division Director, the Deputy Division Director performs advanced managerial work, providing strategic and operational planning, general administration, budget monitoring, and performance tracking. The role also serves as Acting Division Director in their absence. The position oversees daily operations of division field stations, fish hatcheries, programs, services, and personnel that sustain high‑quality fishing experiences in Texas public waters.
Responsibilities include monitoring fisheries resources, developing harvest regulations, managing fish culture and stockings, improving fish habitat, engaging anglers, and enhancing fishing access.
Job Duties
- Organizational Leadership and Operational Management (65% of time): manage division administrative duties, coordinate personnel management, jointly manage the division budget, supervise staff, provide mentoring and professional growth opportunities, develop strategic plans, and ensure operational efficiency.
- Program and Resource Planning (10% of time): communicate with constituencies to resolve problems and explain technical strategies and division operational methodologies for the conservation of freshwater fisheries.
- Stakeholder Engagement and Interagency Collaboration (20% of time): interact with department groups, federal and state natural resource agencies, non‑governmental organizations, sportfishing industry partners, academic institutions, and the public to implement effective solutions to complex challenges.
- Marginal Job Duties (5% of time): perform additional duties as assigned and comply with agency rules and procedures.
- Education:
Bachelor of Science or higher in Fisheries or a closely related field. - Experience:
Seven years progressive experience in fisheries management, conservation, culture, research, planning, or policy; five years supervisory experience. - Licensure:
Valid Class “C” Texas driver’s license obtainable within 30 days of employment.
- Education:
Master of Science in Fisheries Biology, Aquaculture, Fisheries Management, Aquatic Ecology, Environmental Sciences, or a related Natural Resources degree. - Experience:
Seven years budgeting experience; seven years working with constituencies and multi‑agency partnerships; five years governmental supervisory experience; direct experience interacting with commissions, boards, advisory groups, and legislative agencies.
- Knowledge of fisheries management, conservation, freshwater ecosystems, relevant laws, and public administration.
- Skills:
Proficiency with MS Word, Excel, Teams, Outlook; logistics, planning, staff development, supervising, team building, communication, problem solving, negotiation, and presentation of policy proposals. - Abilities:
Prioritize workload, meet deadlines, work effectively as a team member, direct and organize program activities, establish goals and objectives, identify problems, evaluate alternatives, implement solutions, and make sound judgments on resource allocation.
- Work 8 hours per day, 5 days per week; may require overtime, holidays, weekends, and unscheduled hours with supervisor approval.
- Must operate a state vehicle and travel 15% of the time, including possible overnight stays.
- Required to conform to dress and grooming standards, safety procedures, and a non‑smoking policy in all state buildings and vehicles.
