Position Summary:
Provides advanced (senior-level) quality management, leadership, and supervision of Cooperative Procurements staff in the Chief Procurement Office (CPO). Assists in the direction and facilitation of departmental goals and objectives to ensure quality program administration and services. Work includes management of staff responsible for overseeing the administration of statewide cooperative procurements. Works with the information technology (IT) vendor community to meet customer goods and services requirements.
Work involves developing guidelines, policies, and procedures. Assists the Chief Procurement Office in supporting the agency's operational and strategic plans, goals, and objectives. Works under the minimal direction of the Deputy Chief Procurement Officer with extensive latitude for the use of initiative and independent judgment.
Qualifications:
Education:
Graduation from an accredited four (4) year college or university with major course work in business, public administration, information technology, or a related field. Additional related experience may be substituted for the education on a year for year basis (High School diploma required). Experience and Training
Required:
Minimum of eight (8) years of experience in procurement and contract development, evaluation, negotiation, and management. Minimum of four (4) years of experience performing complex contract negotiations. Minimum of four (4) years of progressively responsible experience leading, supervising or managing staff activities. Minimum of two (2) years of experience developing requests for proposals/offers (RFPs/RFOs). Experience in the oversight and direction of statewide strategic information technology contracts.
