Building Services Manager
The Austin Facilities Management Department is looking for a talented Building Services Manager to oversee a property, or portfolio of properties, owned and operated by the City of Austin. In this dynamic role, you'll be at the heart of building operations, managing tenant needs, coordinating essential safety and legal inspections, and collaborating with key internal teams on maintenance, capital improvements, space planning, and rent allocation.
Responsibilities include:
- Coordinating and supervising the activities of skill craft positions including plumbing, electrical, Heating Ventilation Air Conditioning (HVAC), etc., involved in minor construction, building maintenance, and related activities as well as the activities of Building and Grounds (or Custodial) staff or program.
- Responding to occupant needs and ensuring that administrative, building, technical, and custodial staff resolves problems.
- Ensuring that all services provided to properties are in compliance with City of Austin (COA) and Building Services policies, procedures, regulations, contractual obligations, and standards.
- Conducting periodic property inspections, recommending and/or approving alterations, maintenance, and reconditioning.
- Contracting for and supervising vendor services as required.
- Serving as primary contact with occupant department specific points of contact (SPOCs) and Building Services senior management.
- Developing, controlling, and monitoring annual budgets for operating and capital expenses, forecasting management plans, and preparing monthly performance.
- Evaluating the effectiveness and efficiency of programs, properties, and projects.
- Developing and recommending short- and long-range plans.
- Coordinating activities with other divisions and sections.
- Fostering COA and departmental safety culture and enforcing safety rules.
- Developing and establishing goals, priorities, and procedures.
Knowledge, skills, and abilities required include:
- Knowledge of management and budgeting principals.
- Knowledge of maintenance operations.
- Knowledge of applicable legislation and legal requirements.
- Knowledge of financial terms and principles.
- Knowledge of advanced analytical and quantitative skills.
- Skill in personnel management.
- Skill in budget development and administration.
- Skill in developing and maintaining good working relationships with contractors, other City employees, and the general public.
- Skill in using applicable software applications.
- Skill in data analysis and problem solving.

- Ability to provide efficient, timely, and courteous customer service.
- Ability to conduct advanced financial analysis.

- Ability to foster and develop systematic processes and continuous improvement principles.
Minimum qualifications include:
- Graduation from an accredited high school or equivalent, plus seven (7) years of experience in a related field, including three (3) years of experience in a supervisory capacity.
- One (1) additional year of education may substitute for one (1) year of the required experience with a maximum substitution of three (3) years.
Preferred qualifications include:
- Certification, or the ability to obtain within 6 months of hire, in one or more of the following:
Real Property Administrator (RPA), IFMA Certified Facility Manager (CFM), Facilities Management Administrator (FMA), Certified Property Manager (CPM), Certified Green Building Professional (CGBP), Leadership in Energy & Environmental Design (LEED) certification, or other green building professional credentials. - Professional facilities management experience in a municipal setting.
- Budget development experience as it is related to the facilities field.
- Proficiency in Microsoft Word, Excel, and Outlook and PowerPoint.
- Ability to travel to more than one work location.
