Overview

Provides oversight and leads the Mitigation and Recovery program activities supporting critical recovery efforts for the Texas Health and Human Services Commission.

Essential Job Functions
  • Manages day‑to‑day activities of staff within the Mitigation and Recovery section, including oversight of disaster resources, staff management, program administration, and communication with leadership.
  • Identifies process breakdowns and implements techniques for continuous improvement, post‑disaster after‑action reports, and lessons learned (20% of time).
  • Develops and establishes program‑related goals, objectives, and productivity reports in alignment with FEMA, TDEM, and internal guidance (10% of time).
  • Leads the development, review, and administration of audit responses for federal awards involving Individual Assistance and Recovery, ensuring compliance with grants management principles (10% of time).
  • Develops program‑related policies, procedures, and guidelines following updated regulations and legislative changes; monitors compliance (10% of time).
  • Represents the agency in communication with partnering agencies, hearings, legislative sessions, conferences, and committees (10% of time).
  • Reviews and evaluates results of investigations, audits, budgets, research studies, and modeling exercises (5% of time).
  • Assists in developing long‑range and short‑term plans for the Mitigation and Recovery section (5% of time).
Knowledge, Skills, and Abilities
  • Knowledge of local, state, and federal laws and regulations relevant to disaster grant management, emergency management program activities, and public administration.
  • Skill in establishing plans and objectives that support business strategy; using logical reasoning to evaluate alternative solutions; and proficiency with computers and applicable software.
  • Ability to administer and manage program activities; establish goals; evaluate alternatives; develop and evaluate policies; prepare reports; communicate effectively; and supervise staff.
Qualifications
  • Graduation from an accredited four‑year college or university with major coursework in a field relevant to the assignment.
  • Experience in the management of a program relevant to disaster grant management and/or the oversight and administration of federal awards.
  • Knowledge of federal emergency management regulations is preferred.
  • Emergency management training certifications are not required but preferred.
