Project Manager, Texas Institute for Electronics (TIE)

Position SummaryProvide technical project management oversight to multiple key projects within the Texas Institute for Electronics, a consortium of state and local governments, defense electronics and semiconductor companies, national labs, and academic institutions. Manage highly technical multidisciplinary teams, ensuring schedules are met and stakeholders are informed of progress.
Responsibilities- Oversee a team of mechanical systems engineers in R&D of electrical, mechanical, software and systems for advanced 3D heterogeneous integration processes.
- Develop, coordinate, and ensure completion of project task lists and schedules for design, fabrication, assembly, and testing of equipment systems.
- Manage and direct assigned projects with emphasis on schedule control, project development, implementation, and communication with clients.
- Create project plans covering life cycle, budgets, resource requirements, change management, risk management, milestones, communication mechanisms, test plans, and deliverables.
- Implement and recommend policies and procedures to ensure compliance with applicable laws, university policies, and regulations.
- Monitor project implementation, addressing emergent issues and ensuring tasks complete within deadlines and budgets.
- Prepare detailed progress reports to stakeholders, including plans, barriers, solutions, milestones, financial costs, and analyses; coordinate scope changes with team leads.
- Interface with facilities and external contractors to coordinate and manage resources.
- Track requirements/specifications and changes throughout the product lifecycle.
- Bachelor’s degree in business, project management, engineering, or a related field.
- At least three years of experience in technical project management.
- Knowledge of project management software and practices.
- Experience with industrial controls.
- Excellent time‑management, multitasking, and prioritization skills.
- Attention to detail and strong problem‑solving skills.
- Excellent written and verbal communication skills.
- Strong budget tracking, labor tracking, and scheduling skills.
- Proficiency in information analysis and budget setup.
- Strong scheduling skills and team vision.
- Must qualify as a U.S. Person as defined in 22 CFR §120.62.
- Master’s degree in business, project management, engineering, or a related field.
- Five or more years of experience in technical project management.
- Experience with semiconductors, automation, and hardware/software.
- Project Management Professional certification.
- Experience in engineering.
