Director II leads the Treatment Section within the Substance Use Programs Contract Management Area, managing ~146 contracts worth over $125 million annually. Responsibilities include setting goals, standard operating procedures, timelines, allocating resources, procurement and contract development, audit response, project management, and supervising a seven‑person staff.
Essential Job Functions- Provide leadership and strategic direction to staff, directing procurement and contract development (e.g., RFPs, RFAs, open enrollments, interagency contracts, MOUs, MOAs) – 30%
- Direct the Treatment Section: establish goals, SOPs, timelines, allocate resources, guide staff, foster employee engagement, staff development, performance data, hiring, performance evaluations, disciplinary actions, leave approvals – 30%
- Develop and deploy tools to evaluate and improve procurement and contract development, prepare productivity reports, validate accuracy of RFPs, RFAs, contracts – 20%
- Make management decisions impacting statewide procurement, monitor policies and procedures, recommend improvements – 10%
- Represent the unit on committees, engage internal and external stakeholders, participate in disaster response – 10%
Certified Texas Contract Manager (CTCM) required or secured within 12 months; preferred.

- Graduation from an accredited four‑year college or university; one year of experience may substitute one year of education
- At least 2 years of management experience, including supervisory staff
- At least 4 years of experience with contract oversight, development, administration or management; CTCM preferred
- Experience working in Behavioral Health Services programs
- Experience responding to formal inquiries (legislative requests, audits, open records, executive correspondence)
- Experience managing large datasets to oversee staff productivity and reporting accuracy
