General DescriptionThe Texas Division of Emergency Management (TDEM) is an emergency response entity. Under general direction, plans and coordinates Quality Assurance for TDEM. Works with TDEM staff and stakeholders in hiring employees, negotiating contracts, addressing budget matters, understanding general business operations, and guiding work teams. May train others. This position is at‑will status and serves at the discretion of the head of the agency.
Salary is a fixed rate. Position is located on‑site and not subject to telecommuting.
Job Duties and Responsibilities
- Oversee business operations for assigned departments, offices, divisions, or agencies, including hiring employees, negotiating contracts, and addressing budget matters.
- Oversee the establishment of goals and objectives, and assist in development and implementation of goals for assigned departments.
- Plan, implement, coordinate, monitor, and evaluate policies and procedures.
- Oversee the preparation of management and productivity reports and studies.
- Coordinate and evaluate business functions.
- Maintain financial and budget records and monitor budget expenditures.
- Plan, assign, and supervise the work of others.
- Approve schedules, priorities, and standards for achieving goals.
- Coordinate with Division and external partners in the monitoring and closeout of federal awards.
- Provide subject‑matter expertise in relation to federal guidelines and regulatory requirements.
- Maintain a regular work schedule and work extended hours when needed. Face‑to‑face and person‑to‑person interactions are required.
- Travel up to 20% as required.
- Perform related work as assigned.
- Education: Bachelor's degree in a related field from an accredited four‑year college or university or an equivalent combination of education and experience.
- Experience: Seven (7) years of related experience, including at least two (2) years in a supervisory capacity. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may be substituted in lieu of work experience.
Skills and Abilities
- Knowledge of word processing, spreadsheet, and database applications.
- Knowledge of fiscal and budget oversight.
- Knowledge of federal grant regulations and guidelines.
- Excellent written communication, analytical, interpersonal, and organizational skills.
- Exercise discretion and independent judgment.
- Organized, flexible, and able to prioritize in a multi‑demand environment.
- Demonstrated ability to handle sensitive and confidential information and adhere to relevant laws, statutes, and policies.
- Availability for after‑hour, holiday, overnight, and weekend work, including 12‑hour shifts during State Operations Center activations.
- Availability for travel as needed by vehicle or other means, low (10%).
- Willingness to work extended or non‑traditional hours such as evenings, weekends, and special events.
- Must complete and obtain certification in IS‑100, IS‑200, IS‑700, IS‑800 FEMA courses within twelve (12) months of employment and any other training as determined.
