Job Description:
Performs advanced (senior-level) managerial work directing and overseeing Human Resources (HR) programs and operations. Provides strategic leadership for workforce development and HR functions to support agency goals, compliance requirements, and organizational effectiveness. Plans, develops, and implements policies, procedures, and programs; oversees budget and reporting functions; and ensures alignment with state and federal regulations. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
EssentialJob Functions (EJFs):
Directs and oversees Human Resources programs and operations to ensure alignment with agency goals and compliance with applicable laws, regulations, and policies. Provides strategic leadership for workforce development, classification, compensation, workers’ compensation, veterans’ services, and policy development. Establishes program goals, priorities, and performance measures and evaluates outcomes to support continuous improvement.
Ensures compliance and policy administration. Develops, implements, and monitors HR policies, procedures, and guidelines. Ensures compliance with DFPS policies and all applicable state and federal laws and regulations. Provides guidance and technical assistance to agency leadership, staff, and external stakeholders. Serves as a liaison with regulatory and oversight entities.
Oversees budget and financial management. Directs HR budget planning and monitors expenditures to ensure fiscal responsibility and alignment with program priorities. Reviews and approves major expenditures and ensures compliance with funding requirements.
