Deputy Executive Director of Administrative Services

As a member of the Executive Leadership Team, the Deputy Executive Director of Administrative Services develops and implements the strategic vision and direction for the center. The Deputy Executive Director of Administrative Services provides leadership and oversight to the following departments:
Business Management, Information Services and Technology, Facilities (including the Grill), and Field Service Agents. This position also works to cultivate relationships with our clients (Superintendents, Assistant Superintendents, etc.) in order to understand needs and develop products and services accordingly.

Required Qualifications (Experience, Education, and Certificates):
Master's degree in Educational Leadership, Educational Administration, or Public Administration Ten years of supervisory/administrative/management experience in school administration, including a strong working knowledge of Finance, and organizational knowledge of Facilities Management and Information Services/Technology Experience working with Texas public school districts, education service centers, or statewide education organizations Experience collaborating with school superintendents, school boards, and district leadership

Preferred Qualifications (Experience, Education, and Certificates):
Doctorate degree Valid Superintendent Certification

Demonstrated management, leadership, and communication skills Strategic planner who can forecast program needs in a variety of service areas with a sound understanding of designing, developing, and implementing program modifications Demonstrated ability to develop, implement, and manage complex, multi-phase plans Thorough knowledge of federal and state regulations, compliance, and initiatives Ability to build positive relationships, maintain visibility, and work collaboratively with stakeholders at all levels (i.e. Region 13 staff, district staff, TEA staff, vendors, etc.)

Demonstrated critical thinking skills and the ability to analyze data, identify trends, and develop solutions for identified gaps

Job Responsibilities /

Essential Functions:

Serve as a representative of ESC Region 13, displaying courtesy, tact, consideration, and discretion in all interactions with other members of the educational community and with the public Maintain a high level of expertise in Business Management, including state funding/ school finance, the projection of funding levels, budget preparation, oversight/monitoring of the budget as a year-round process, and the state's financial accountability system Coordinate and oversee the departments of Business Management, Information Services, and Technology, Facilities (including the onsite caf), and the work of Field Service Agents Deliver program updates at various meetings Serve in an advisory capacity to the Executive Director on all matters related to the operations of the Center Act as a primary resource for school administrators seeking assistance with school finance issues Align division objectives with the Center's mission, vision, and core values Identify areas of operations in need of change to result in increased quality and efficiency of Center operations Ensure that quality services are provided by all division staff members and that these activities follow applicable program and financial guidelines and fall within center policies and procedures Make policy recommendations regarding the operation of the division and the Center Develop and deliver presentations and trainings as needed (School Board Training, Regional Advisory Committee meetings, etc.)

Keep abreast of local, state, and national legal changes or factors influencing or having a potential influence on center efforts Share decisions and rationale of the Executive Leadership Team with division staff in a timely manner Perform other duties as assigned

Supervisory Responsibilities:

Supervises staff, including hiring, scheduling and assigning work, reviewing performance, and recommending reclassifications or terminations. Supervise multiple department leads within the division Ensure that a comprehensive system of supervision, performance evaluation and staff development is provided for staff members in the division Identify areas of division operations in need of change to foster increased quality and/or efficiency and initiate actions required to bring about the desired change This position will also coach, mentor, and train employees as needed.

Ensure policies and procedures are followed by the teams within the division

Budget Responsibilities:
Oversee the financial operations of the Center Work with division leadership to monitor program expenditures to ensure use of funds in accordance with program guidelines and center policies and procedures Prepare financial reports for the Executive Director and the Board of Directors Collaborate with the Executive Director to prepare the annual budget for the Center Ensure center…
