TxDOT's Traffic Management Section is seeking a Statewide Traffic Management Center (SwTMC) and Geofenced Hazard Notification (GHN) Program Director to provide executive leadership for statewide traffic operations and advanced transportation technology initiatives.

In this role, you will oversee the Statewide Traffic Management Center, lead the GHN program, and champion the integration of innovative solutions
-including connected vehicle technologies, artificial intelligence, data analytics, and digital infrastructure --to enhance transportation system performance across Texas. You will collaborate with districts, divisions, MPOs, FHWA, industry partners, and research institutions to advance TxDOT's vision for a safer, smarter, and more connected transportation network.

Position

Description:

Provides leadership, strategic direction, and enterprise-level oversight for statewide Traffic Management Center (SwTMC) operations and the Geofenced Hazard Notification (GHN) program. Oversees integration of operations, advanced technologies, and data-driven practices to enhance mobility, safety, system reliability, and operational efficiency across Texas. Reports to the Traffic Management Section Director. Work requires contact with governmental officials, private entities and contractors. Serves as executive liaison with districts, divisions, MPOs, FHWA, and external partners.

Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Confers with Administration, D/D/O management, customers and partners to communicate ITS directions and status of upcoming projects; solicits issues and questions regarding existing technology and applications; gathers information on business needs.
  • Designs and coordinates the installation of a complex communication network for ITS applications.
  • Drives/travels to project/work locations to perform on-site reviews, analyses, tests and to provide technical support for ITS deployment and maintenance.
  • Makes recommendations for overall ITS directions and processes associated with ITS application software development and implementation, project management, technology architecture, policies, standards, procedures, and associated roles/responsibilities.
  • May act as Section Director in their absence.
  • Oversees the preparation of engineering systems process analysis, user and system requirements, alternative analysis, system design, and related documentation for highly complex applications or systems.
  • Represents the Department at meetings, conferences and related activities.
  • Directs statewide traffic operations, incident management, and event coordination. Ensures consistent operational practices and performance standards across districts.
  • Establishes performance metrics, dashboards, and data governance. Directs analytics and predictive modeling.
  • Develops and oversees enterprise governance frameworks to ensure consistent implementation of statewide ITS policies, standards, operational procedures, and compliance with federal and state requirements.
  • Leads the evaluation, deployment, and integration of artificial intelligence (AI)-enabled operational tools, connected vehicle technologies, and advanced data systems to enhance statewide traffic management, incident response, traveler information, and system performance.
