Job Description:

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate for the position of Provider Experience Project Manager (Project Manager IV), reporting to the Director of Provider Experience for Operations. The MCS Operations department delivers infrastructure for both the managed care and fee-for-service delivery models within Texas Medicaid, one of the largest healthcare programs in the country, serving approximately 4 million Texans.

Key department deliverables include claims resolution, acute care claims processing, provider enrollment, IDD Waiver Programs, Vendor Drug Program, and management of Medicaid Modernization. MCS is driven by its mission to deliver high quality, cost-effective services to Texans.

The Provider Experience Project Manager performs advanced, senior-level project management work focused on improving the experience of providers who interact with HHSC and the Texas Medicaid program. The position supports projects related to provider enrollment, system modernization, customer experience, process improvement, quality review and operational performance. The role will initially support work related to the Provider Enrollment Management System(PEMS), and may expand to other Medicaid systems and provider-facing processes as modernization efforts continue.

KSAs:

Knowledge of:

  • Project management principles, methods, and practices.
  • Public administration and organizational management.
  • Medicaid, CHIP, or other publicly funded healthcare programs.
  • Provider enrollment, provider relations, or provider-facing business processes.
  • Customer experience, user experience, and voice of the customer methods.
  • Process improvement, quality assurance, and audit practices.
  • State and federal laws, rules, regulations, and policies related to healthcare programs.
  • Smartsheet or other project management systems used to track schedules, deliverables, risks, issues, and project status.

Skill in:

  • Managing complex projects from initiation through implementation.
  • Developing project plans, schedules, milestones, reports, and executive briefings.
  • Communicating project information clearly to leadership, staff, vendors, providers, and interested groups.
  • Facilitating meetings, work groups, and decision-making sessions.
  • Identifying problems, evaluating alternatives, and recommending practical solutions.
  • Managing multiple priorities and projects at the same time.
  • Analyzing data, project trends, stakeholder feedback, and operational processes.
  • Preparing written materials, presentations, and reports.

Ability to:

  • Initiate and manage enterprise-level or multi-agency projects,
