Job Description:
The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate for the position of Provider Experience Project Manager (Project Manager IV), reporting to the Director of Provider Experience for Operations. The MCS Operations department delivers infrastructure for both the managed care and fee-for-service delivery models within Texas Medicaid, one of the largest healthcare programs in the country, serving approximately 4 million Texans.
Key department deliverables include claims resolution, acute care claims processing, provider enrollment, IDD Waiver Programs, Vendor Drug Program, and management of Medicaid Modernization. MCS is driven by its mission to deliver high quality, cost-effective services to Texans. The Provider Experience Project Manager performs advanced, senior-level project management work focused on improving the experience of providers who interact with HHSC and the Texas Medicaid program.
The position supports projects related to provider enrollment, system modernization, customer experience, process improvement, quality review and operational performance. The role will initially support work related to the Provider Enrollment Management System(PEMS), and may expand to other Medicaid systems and provider-facing processes as modernization efforts continue.
(35%) Leads and coordinates complex Provider Experience projects, including projects related to provider enrollment, PEMS, provider feedback, system enhancements, process improvement, and Medicaid technology modernization. Develops project plans, timelines, milestones, deliverables, risk logs, decision logs, and implementation plans. Monitors project progress and works with internal and external partners to resolve barriers, manage risk, and keep projects aligned with business needs.
(25%) Develops and implements communication plans to share project methodology, processes, status updates, and decisions with team members, agency leadership, program staff, vendors, providers, and other interested groups. Facilitates meetings, work groups, and project updates. Prepares clear presentations, briefings, reports, and other materials to support decision-making and accountability.
(20%) Creates and maintains documentation procedures to capture project decisions, requirements, scope changes, risks, issues, and changes to the original project plan. Supports quality assurance and audit activities by ensuring project records are accurate, organized, and aligned with agency expectations. Reviews project data, provider feedback, process maps, user experience findings, and performance measures to identify improvement opportunities.
(15%) Oversees multiple projects concurrently and ensures projects remain aligned with Provider Experience Team priorities, MCS Operations goals, and HHSC strategic objectives. Coordinates dependencies across projects and helps ensure resources, timelines, and deliverables are managed effectively.
