Business Operations Manager II

The Manager II (Business Operations Manager) is a key position for Supply Services responsible for overseeing business operations, replenishment support, contract-related activities, inventory support, budget monitoring, reporting, and coordination with warehouse operations. This position is located at any State Hospital or State Supported Living Center warehouse within Texas and reports directly to the Assistant Director of Supply Services. The position works with minimal supervision and considerable latitude for the use of initiative and independent judgment.

This position performs highly complex (senior-level) managerial work overseeing the Replenishment Support Group (RSG) and supporting efficient, compliant Supply Services operations statewide. The position works closely with the Lead Regional Manager II, Regional Managers, Warehouse Supervisors, and other staff to support consistent processes, effective communication, contract and purchasing needs, inventory activity, and customer service to State Operated Facilities.

Duties include monitoring department budgets, entering and tracking expenditures, assisting with forecasting, identifying potential budget or expenditure concerns, and notifying the Assistant Director or Director of issues that may impact operations. The position also reviews replenishment needs, receiving and invoice accuracy, purchase order expenditures, contract information, reports, policy requirements, workflow improvements, and opportunities for standardization.

The Business Operations Manager II provides guidance, support, training, and technical assistance to RSG and warehouse staff statewide. The position supports special projects and continuity of operations needs and may be required to actively participate in or serve during a Continuity of Operations (COOP) activation. Moderate travel is required.

Essential Job Functions (EJFs):

Manages, mentors, and provides direction to the Replenishment Support Group Team Lead and warehouse supervisors, including oversight of evaluations, hiring, time and leave, and CAPPS actions for direct reports and supervisors under their direction. Conducts on-site reviews to ensure compliance with Supply Services Operating Instructions. Compiles and analyzes travel, contract, budget, expenditure, and inventory data to support decisions related to inventory status, purchasing needs, budget status, and expenditure forecasting.

Oversees department budgets by preparing purchasing documents, entering and tracking expenditures, monitoring travel expenses in eTravel, forecasting budget needs, and notifying the Assistant Director or Director of potential budget or expenditure issues. (35%)
