Job Description:

Under the direction of the HR Employee Engagement and Development Director, the Leadership Academy Manager performs advanced managerial work directing and overseeing the Health and Human Services (HHS) System's Leadership Development Program. The position provides strategic leadership, operational oversight, and continuous improvement for four systemwide leadership development experiences: the Executive Leadership Academy, Rising Leaders Academy, Aspiring Leaders Program, and Extraordinary Contributors Program.

These programs support employee growth and leadership development across the HHS enterprise and prepare participants for increasing levels of responsibility and organizational impact.

The Leadership Academy Manager directs a professional team responsible for the design, development, implementation, facilitation, administration, and evaluation of leadership development programs. The position establishes program goals, priorities, and performance measures; oversees curriculum development and learning strategies; manages program budgets and procurements; monitors program effectiveness; and ensures alignment with agency workforce development priorities and strategic objectives.

The Leadership Academy Manager serves as a key advisor and consultant to executive leadership, program areas, human resources partners, and stakeholders regarding leadership development needs, employee development strategies, and organizational learning opportunities. The manager serves as the primary liaison to the Leadership Development Executive Steering Committee, other governance groups, leadership academy alumni association, and work groups.

Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Directs Leadership Development Programs and Staff (45%)

Directs and oversees the statewide Leadership Development Program, including the Executive Leadership Academy, Rising Leaders Academy, Aspiring Leaders Program, and Extraordinary Contributors Program. Provides leadership, guidance, coaching, and supervision to professional staff responsible for program development, facilitation, participant support, communications, coaching, and administrative operations. Establishes priorities, assigns work, evaluates performance, and ensures achievement of program goals and deliverables. Serves as the primary staff liaison to the Leadership Development Executive Steering Committee.

Ensures steering committee decisions and recommendations are communicated, implemented, and evaluated across all leadership development programs.

Leads Strategic Program Planning and Curriculum Development (20%)

Develops and implements long-range strategies, goals, and initiatives that support leadership development across the HHS System.
