The Other Needs Assistance (ONA) Operations Manager works under the general direction of the Section Manager for Mitigation & Recovery. Performs complex managerial work leading the day-to-day operations of the Disaster Assistance Grant Program Other Needs Assistance.

Responsibilities Include interpreting federal and state laws and regulations and department rules and policy as they apply to service delivery; program strategic planning and policy development; oversight of client eligibility determination and client service benefits administration; developing and Implementing best practices; establishing quality assurance and performance measurement tools; developing and managing administrative and client services budgets; and ensuring effective utilization of resources.

Facilitates continuous program and process improvement and identification of opportunities for program operations to improve services, and/or reduce costs; establishing and evaluating program operations and service delivery benchmarks.

Coordinates with FEMA, the Governor’s Office, Texas Division of Emergency Management, federal, state and local government officials, private sector partners, and community organizations during federal or state declared disasters.

Works under minimal direction with extensive latitude for use of initiative and independent judgment.

Essential Job Functions (EJFs):

This position will provide guidance and direction to temporary staff and will be responsible for supervising temporary staff hired to support program during a disaster. HHSC temporary staff hired for a disaster may stay on for up to 18 months. There may be multiple disasters overlapping. Amount of staff to report to position will vary depending on size of disaster. Provides day-to-day management of the Disaster Assistance Program.

Oversees the planning, development and evaluation of the program. Manages the development and Implementation of program policy and budgets to promote effective administration and delivery of programs.

Oversees, Implements, and monitors program Initiatives. Plans, Implements and manages programs to meet goals and objectives. Makes program management decisions Impacting service delivery design, service providers, and clients. Reviews and evaluates impact of proposed federal and state laws on program objectives.

Provides effective guidance and direction to regular status and temporary staff, contract and administrative staff. Provides consultative and technical assistance to state and federal agencies and stakeholder organizations in the interpretation and applicability of federal and state regulations governing the Disaster Assistance Programs. Coordinates with federal and state partners on decisions affecting client outcomes. Prepares program reports, provides presentations, and other information to federal, state and local partners.

Prepares responses to requests by legislators and other public officials.
