• (30%) Plans, assigns, and supervises staff in the development of clinically complex policies for Texas Medicaid medical and dental benefits. Provides leadership and support to staff, incorporates coaching and appropriate delegation, tracks tasks, meets deadlines and reviews all team work products. Organizes and develops materials such as research papers, summaries, presentations, and reports in response to requests for program and clinical information.
• (30%) Facilitates communication within the Office of Policy, Office of Medical Director, other MCS areas, and areas within HHS and other agencies, vendors, and stakeholders. Assists with negotiations and problem‑solving to ensure quality of work and that work is performed within time frames, identifies areas of needed change and makes recommendations to improve operations.
• (20%) Ensures staff are trained, motivates staff through positive and constructive feedback and communication related to work performance and expectations. Advocates for professional development, fosters collaboration, and ensures constructive interpersonal communication within the team. Builds measurement tools for progress such as performance evaluations and progress plans. Performs human resource responsibilities including time and leave approval, recruitment, interviewing, hiring and advising staff.
• (15%) Leads or participates in agency work groups for implementation of projects, policies and initiatives. Engages with community and professional groups, other HHSC programs, state agencies, legislative staff and public stakeholders to provide information, technical assistance, identify needs, and resolve issues. Makes presentations and offers recommendations to executive and leadership staff. Reviews and approves staff responses to legislative, provider and stakeholder requests for information.
• (5%) Performs other duties as assigned to support and meet the needs of the agency.

• Current RN license in Texas or a state that recognizes reciprocity through the Nurse Licensure Compact.
• Supervisory, team‑lead or senior advisor experience.
• Experience in Medicaid or other governmental healthcare policy.
• Experience leading or overseeing projects and applying evidence‑based research.
• Bachelor's degree required; a nursing degree preferred but other bachelor’s degrees may be considered.
• Master's degree in nursing preferred; master’s in public health, health policy, biology or related fields may also be considered.
• Experience working with CPT and HCPCS codes preferred.
