Senior QA/QC Specialist (Senior or Lead Auditor/Management Analyst)
DEPARTMENT OF AGRICULTURE – Texas Department of Agriculture, Food & Nutrition Division.
Locations- Austin, Fort Worth, Waco, Houston, San Antonio, or Lubbock, TX
The Senior QA/QC Specialist works in a fast‑paced, multi‑faceted environment, reviewing and drawing conclusions regarding complaints submitted to the Texas Department of Agriculture (TDA) regarding the Food & Nutrition (F&N) program. The role assists in developing processes and procedures to ensure quality and consistency of all aspects of the F&N’s required complaint activities, ensuring compliance with federal and state requirements, specifically those governed by the USDA Child Nutrition Programs (CNPs).
PrimaryResponsibilities
- Examine and analyze management operations, internal control structures, systems, policies, procedures, processes, tools, and records for reliability, adequacy, accuracy, efficiency, and compliance with applicable laws, rules, regulations, and policies within established timelines related to submitted complaints.
- Research and perform internal reviews of complaints that are highly complex or primarily large in scale, mentoring others in their research. Coordinate assignments and research activities to determine compliance, identify non‑compliance trends, determine root causes, and conduct follow‑up assessments when necessary.
- Prepare and present reports, including outlines, assignment of complaints, drafting and reviewing reports with management, incorporating feedback into final reports, and submitting them for review and approval.
- Assist in developing the annual review plan, including scopes, objectives, processes, and deliverables that test controls and provide conclusions on audit objectives related to complaints. Develop standardized complaint processes and office policies. Serve as liaison reporting on complaints and coordinating management responses for internal and external audits.
- Serve as sectional backup for the Senior QA/QC Specialist assigned to oversee QA/QC review responsibilities.
- Oversee the maintenance of the record‑keeping and filing system for complaints in accordance with the agency’s Records Management Policy.
- Perform other duties as assigned.
Requirements
- Bachelor’s degree (one year of work experience related to primary responsibilities may substitute for one year of college).
- Five (5) years of work experience in regulatory and financial compliance or conducting quality state reviews, including auditing, testing, researching complaints, records management, corrective action implementation, statistical analysis, and report preparation. Two (2) of those years must have involved overseeing work of others at a senior/lead/supervisor/manager level.
- Substitution:
Master’s degree in Accounting or certifications such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA), or Certified Government Auditing Professional (CGAP) may substitute for two (2) years of required work experience.
Preferred Qualifications
- Experience working with federal programs.
- Experience working with Smartsheet.
- Experience using Team Mate+.
- Knowledge of accounting and auditing methods and systems; generally accepted auditing standards and procedures.
- Skill in use of computer, applicable software and sampling techniques; excellent customer service to internal and external customers.
- Ability to compose clear and concise audit reports; gather and analyze audit information; evaluate accounting and management operations systems for accuracy and legal conformance; prepare audit working papers; oversee work of others; communicate effectively orally and in writing; exercise sound judgment and discretion; maintain confidentiality.
