Pathways Asset Management, Inc. (PAMI) is a high‑performing affordable housing management subsidiary of the Housing Authority of the City of Austin (HACA). PAMI provides safe, healthy, and affordable housing options for the Austin community. Our mission is to cultivate sustainable affordable housing communities and partnerships that inspire self‑reliance, growth, and optimism. PAMI is seeking a service‑oriented Property Manager to join our high‑performing management team in Austin.

This position is responsible for the day‑to‑day management of assigned property, including direct supervision of all on‑site staff. As part of HUD's Project‑Based Rental Assistance (PBRA) program, the Property Manager ensures full compliance with HUD regulations, HACA policies and procedures, local landlord‑tenant laws, and safety codes, while monitoring all key performance indicators.

What you will do in this position:
Resident Services & Community Engagement
  • Deliver exceptional customer service to residents, vendors, coworkers, community partners, and the general public, treating all individuals with dignity and respect.
  • Engage residents to foster a positive community environment, promote care for their apartments, encourage understanding of leases and House Rules, and address safety concerns.
  • Promote conservation of utilities and responsible community living.
Staff Leadership & Supervision
  • Supervise assigned staff, model professionalism, provide training, conduct performance evaluations, and manage corrective action when necessary.
  • Build a positive, accountable work environment that promotes teamwork and operational excellence.
Compliance & Leasing
  • Maintain accurate and well‑organized electronic resident files.
  • Ensure timely completion of annual and interim recertifications in compliance with HUD and agency requirements.
  • Work directly with residents to gather documentation, complete required forms, and obtain signatures.
  • Enforce lease terms, House Rules, and policies equitably, while maintaining complete documentation to support compliance actions.
Operations & Maintenance
  • Ensure all administrative and maintenance areas are safe, organized, and professional.
  • Delegate and monitor completion of maintenance requests.
  • Maintain strong curb appeal and overall property condition.
Financial Management
  • Monitor property financial performance, including preparation of the annual operating budget.
  • Review expense reports regularly and oversee the purchase order process.
  • Participate in development of the annual capital plan for the property.
  • Aggressively pursue rent and fee collection in compliance with policies and regulations.
More about this position:
Qualified candidates must possess:
  • High school diploma or G.E.D. and one year of related experience or training; or an equivalent combination of education and experience.
  • Working knowledge of Microsoft Word, Excel, and Google Workspace.
Preferred candidates should possess:
  • Two years of college in business, public administration, or social sciences; eighteen months of related experience; or equivalent combination.
  • Experience in property management or housing development.
  • Experience using Elite and/or Yardi property management systems.
  • Language skills in Spanish, Vietnamese, or American Sign Language.
  • Certified Occupancy Specialist (COS) and Tax Credit Specialist (or equivalent) required within six months of hire.
  • Knowledge of Housing Authority operations, affordable housing management practices, HUD regulations, and local social service resources.
