Job Description

The Groundwater Grant Technical Specialist performs complex hydrological work focused on technical oversight of groundwater grant projects funded through Groundwater Science, Research, and Data Collection grants and agreements. Responsibilities include providing technical review and guidance on funded projects, preparing evaluations, reviewing deliverables, ensuring compliance with data standards, supporting grant recipients, tracking milestones, and communicating with stakeholders.

ESSENTIAL JOB FUNCTIONS
  • Supports administration of grants to groundwater conservation districts.
  • Provides technical assistance and guidance to participating districts.
  • Provides oversight of grant administration and review of applications, work plans, amendments, and deliverables.
  • Assesses proposed methodologies for groundwater science, research, and data collection.
  • Monitors progress of funded projects for compliance.
  • Communicates regularly with stakeholders to address technical questions.
  • Schedules and delivers presentations on program outcomes.
  • Coordinates with internal data teams to integrate data into statewide databases.
  • Maintains accurate records of reviews and project outcomes.
  • Assists in preparing reports and summaries for internal use, public dissemination, or legislative purposes.
  • Works collaboratively to resolve grant-related issues.
  • Coordinates receipt, review, and approval of materials submitted by grantees.
  • Assists with closing out grants and ensuring reporting obligations.
  • Maintains electronic project records organized for audit readiness.
  • Reviews deliverables for compliance with grant agreements.
  • Provides technical assistance to grant applicants.
  • Maintains confidential and sensitive information.
  • Ensures records are maintained and disposed of per retention procedures.
  • Maintains required certifications and attends mandatory training.
  • May operate a vehicle for business purposes.
  • Performs other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in Hydrology, Engineering, Geology, Mathematics, Natural or Physical Science, or related field.
  • Relevant work experience:
    • Hydrologist II – two years of experience in hydrologic-focused analysis, technical oversight of grant projects, planning and monitoring, or data collection.
    • Hydrologist III – five years of relevant experience.
  • Education and experience can be substituted on a year-for-year basis.
Preferred Qualifications
  • Experience conducting groundwater resource activities in Texas and managing scientific or technical grant projects.
  • Experience with data collection, analysis, and presentation of groundwater data.
  • Experience collaborating with groundwater conservation districts.
  • Experience with GIS (ArcGIS Pro/Online).
  • Experience with Microsoft Office Suite.
  • Knowledge of local, state, and federal laws related to groundwater.
  • Knowledge of principles of public administration.
  • Administrative problem‑solving and complex document interpretation skills.
  • Security or infrastructure integrity knowledge.
  • Ability to meet agency in‑office requirements.
  • Ability to adhere to schedules, submit accurate timesheets.
  • Ability to make objective decisions and manage multiple tasks.
  • Ability to travel 25 % of the time within Texas.
  • Vehicle operation and valid driver’s license.
  • Work in shifts that may exceed 8 hours, including early mornings, nights, weekends.
  • Ability to train others.
