Position Description

The CHI Parent Empowerment Advisor (PEA) will be responsible for performing outreach to parents and children to address the social, educational, parenting needs of families participating in the Children’s HOME Initiative. The PEA will provide services and assistance to improve the social and emotional challenges of children and their families and to maximize the family's well-being and the academic functioning of children.

Position will require the PEA to be bilingual (English/Spanish). The PEA will be supervised by the CHI Specialty Services Program Manager.

Primary Duties / Responsibilities
  • Maintain a caseload of 12 to 18 clients and create a waitlist when demand exceeds capacity.
  • Conduct individual parent interviews to assess needs, strengths, challenges, and service requirements as families transition from homelessness into a stable housing program.
  • Facilitate individualized Parent Empowerment education and coaching through two to six consecutive sessions tailored to client needs and preferences, offered in person or virtually, with a final in-person session for hands‑on parent-child strategy support.
  • Travel to CHI properties throughout Austin and surrounding areas to deliver parenting folders, provide additional supplies, and/or drop‑off books, as needed.
  • Perform follow‑up communication with parents to assess any further needs while in the program.
  • Identify current camp information for summer, winter, and spring breaks. Access to school‑based services/programs and community‑based services/programs and services provided through Foundation Communities.
  • Assist with evening Parent workshops at CHI family properties, held in 3‑hour sessions for up to six consecutive weeks; overtime applies.
  • Participate in monthly CHI Case Management staff meetings with Special Services, biweekly CHI team meetings, and weekly supervision with the Parent Empowerment Program Manager.
  • Maintain timely documentation and case notes in accordance with program policies and procedures.
  • Assist Parent Empowerment Program Manager in implementing ‘Clothes for Kids’ collaboration, plus any other collaborative opportunities.
  • Assist Parent Empowerment Program Manager in identifying all CHI children under the protection and support of McKinney/Vento Law, in all public schools.
  • The PEA Manager will serve as the primary point of contact for staffing clients and will be responsible for addressing all questions, concerns, and directives related to the unique and independent PEA program within the CHI program.

Qualifications
  • A minimum of two (2) years of experience working in a professional setting providing trauma responsive services to ethnically and socioeconomically diverse and/or unhoused populations or bachelor’s degree from accredited college or university in social work, counseling, psychology or related field.
  • Proven ability to work independently and as part of a multidisciplinary team.
Preferred Requirements
  • Ability to communicate in multiple languages both written and verbal fluently (English, and Spanish, and/or Arabic, and/or Pashto).
  • Certification or accreditation in a recognized parenting curriculum (e.g., Purposeful Parenting, Parents as Teachers, The Incredible Years, Triple P, or TBRI).
Transportation

Must have reliable transportation to travel between multiple properties during a workday. Mileage reimbursement will apply.

Working Conditions

Multifamily housing community with significant challenges related to housing instability and socioeconomic stressors. Must be able to work with diverse populations, challenging work environment with at‑risk youth and families.

Physical Requirements

General office‑based demands include remaining in the seated position with occasional standing and walking. Be able to manage the transportation of program materials on a portable cart, of no more than 20 lbs, at a time.

Compensation

This is a full‑time position working a 40‑hour workweek, $25.46 an hour.
