Texas Comptroller of Public Accounts (CPA)

Services Overview

The selected candidate will develop and maintain advanced software for CPA’s legacy mainframe applications, including USAS, TINS, SPA, HRIS, SPRS, and related systems. The role may also involve consulting on the CAPPS STARR project, focusing on legacy interface and data integration issues. The candidate must be adaptable, learning new systems and platforms as needed.

Position Requirements

Core responsibilities include technical development, testing, and support.

  • Perform advanced software development for CAPPS STARR and legacy mainframe applications (e.g., USAS, SPA).
  • Write code that adheres to CPA standards and design documents.
  • Coordinate testing, debugging, and test data preparation.
  • Deliver production‑ready solutions that meet strict availability requirements in a large‑scale enterprise environment.
  • Participate in all SDLC phases: design, development, and code review.
  • Conduct code reviews, produce analysis reports, and propose improvements.
  • Provide guidance and knowledge sharing to junior developers.
  • Offer on‑call support and application decommissioning support as required.
  • Consult on CAPPS STARR project matters, including legacy system interfaces and data integration.
  • Perform other related work as assigned.
CANDIDATE SKILLS AND QUALIFICATIONS

Must be able to:

  • Collaborate with business customers, project managers, and SMEs to define strategies and deliver creative solutions.
  • Create well‑designed, documented, and tested software that meets strict availability, concurrency, and low‑latency requirements.
  • Translate high‑level requirements into working systems through iterative development.
  • Identify and resolve product bugs, deficiencies, and performance bottlenecks in a timely manner.
  • Write comprehensive unit tests.
  • Develop processes and procedures for application services.
  • Stay current with emerging technologies, industry standards, and best practices.
  • Work independently or in a team environment, locally or remotely, with minimal supervision.

Must possess:

  • Solid understanding of contemporary web technologies.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong problem‑solving skills with the ability to multitask and put in extra effort when necessary.
  • Willingness to learn.

Minimum Experience:

7 years of software development, with demonstrable expertise in legacy mainframe systems, COBOL on z/OS, and data integration.
