Position Overview

Software Development Manager (Programmer VI)

Texas – Austin (Primary: Texas Education Agency, 1701 North Congress Avenue, Austin, TX 78701)

Salary: $8,488.34 – $11,078.24 monthly (Grade 29, Exempt)

Responsibilities
  • Team Management and Supervision: Lead, assign, and oversee software development activities; conduct performance reviews; manage hiring and staff development; coordinate technical and non‑technical meetings.
  • Software Development/Implementation: Provide technical leadership to develop and deploy application code; analyze business requirements; manage code branching, merging, build, and deployment; oversee issue tracking and resolution.
  • Technical Aptitude: Apply problem‑solving and analytical skills; evaluate and recommend new technologies; enforce coding standards; conduct code reviews; create knowledge base and cross‑train team members.
  • Leadership and Process Improvement: Define, manage, and improve software development processes; mentor team; collaborate with project managers to plan releases; build consensus; encourage collaboration across teams (DBAs, Ops, Dev Ops, etc.).
Minimum Qualifications
  • Education: Bachelor’s degree from an accredited four‑year college or university.
  • Experience: At least six (6) years in software development, with at least three (3) years in a leadership role managing full SDLC application projects.
  • Substitutions: Each additional year of related experience may substitute for one year of education.
Other Qualifications
  • Commitment to the belief that all Texas students can achieve high levels.
  • Experience with agile software development methodologies.
  • Hands‑on experience leading fast‑paced development teams and delivering web‑based applications from inception to deployment.
  • Working knowledge of C#.NET, Java, SQL and infrastructure for high scalability.
  • Source code management (branching, merging) and configuration change management.
  • Ability to partner with operations and testing teams to deliver quality systems.
  • Budget development and financial analysis experience.
  • Strong communication skills, meticulous attention to detail, ability to manage multiple tasks, and continuous improvement mindset.
