Developer/Programmer Analyst 3 – Austin, TX

• Client requires the services of 5 Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the client.
• All work products resulting from the project shall be considered "works made for hire" and are the property of the Client and may include pre‑selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.
• Development and enhancement of applications supporting Texas school districts. Work across multiple agency stakeholders to ensure accuracy and efficacy of assigned components.

• Design and develop a new reporting framework using .NET 8.0/9.0, Blazor, and other modern Microsoft technologies.
• Participate in the full Software Development Life Cycle (SDLC) in a SCRUM/Agile environment.
• Analyze and enhance existing complex reports built with Crystal Reports integrated with Oracle databases.
• Develop scalable and high‑performance financial system solutions, ensuring seamless database integration using Oracle.
• Collaborate with cross‑functional teams, including the Dev Ops team, to maintain and enhance CI/CD pipelines and automation processes.
• Provide innovative solutions to modernize and streamline the existing legacy project, ensuring alignment with business goals.

• A seasoned Software Development Manager with over 8 years of experience in SDLC, demonstrating expertise in Microsoft Technologies & Database Systems.
• Proficient in .NET 8.0/9.0, Blazor, C#, and Visual Studio, with a strong grasp of modern design principles.
• Advanced knowledge of Oracle database management, including PL/SQL development, stored procedure optimization, and performance tuning for complex systems.
• Proficient in Bitbucket for version control.
• Strong understanding of data modeling, ETL processes, and reporting frameworks.
• Effective communicator and collaborator across cross‑functional teams and stakeholders.
• Demonstrated ability to troubleshoot and resolve system‑level issues in complex environments.
• Proven capability to tackle technical and architectural challenges, especially in legacy‑to‑modernization projects.
• 8 years required:
  Software Development Life Cycle.
• 8 years required:
  Entity Framework.
• 8 years required:
  Oracle (PL/SQL, Stored Procedures, Database Management, Performance Tuning).
• 8 years required:
  Strong understanding of data modeling.
• 8 years required:
  Design Principles.
• 6 years required:
  Blazor Server, Blazor WSM.
• 6 years required:
  Fluent UI.
• 5 years required:
  Bitbucket for version control.
• 5 years required:
  Nomad and Consul.
• 2 years required: .NET 8.0/9.0 framework, C#, Visual Studio.
• 5 years preferred:
  Familiarity with Project‑Specific Tools such as JIRA, TEMPO, Bitbucket, Confluence etc.
• 5 years preferred: SCRUM/Agile methodologies.
• 3 years preferred:
  Prior Texas State Agency Experience.

• Minimum 8 years.
