Work Arrangement

Day shift, regular days, full-time. Requires working at least 2 days per week in the Austin office.

Job Description

Works under the general supervision of the Child Care Regulations Manager or their designee. Performs advanced and/or supervisory computer programming work, analysis and development of complex business processes, system solutions, and internal team direction as well as acting as a strong customer interface for application‑related activities/support and overseeing the work of other functional analysts. Develops, modifies, and maintains complex programs; designs and implements interrelations of files and records within programs.

Job Functions
  • Oversee development of applications including design, planning, production, and customer support for statewide and interagency software systems, driving design, delivery and integration for interfaces, connectivity and batch processes (30%).
  • Coordinate daily development activities: coding, testing, debugging, implementing standards, coordinating staff, tasks and schedules (30%).
  • Provide technical direction and guidance to technical staff, support development of business processes, implement specialized programs, define test processes (20%).
  • Coordinate with staff to develop and implement project plans, schedules, assignments, analysis tasks, ensuring adherence to standards and procedures (10%).
  • Other duties as assigned, including disaster response or COOP activation participation as required (10%).
Knowledge, Skills, and Abilities (KSAs)
  • Proficiency in high‑level computer programming and systems analysis principles and techniques.
  • Experience with multi‑tier system development and troubleshooting complex issues.
  • Ability to build and support mission‑critical applications across multiple platforms.
  • Knowledge of software development lifecycle phases including scope, proposal, estimation, analysis, design, and construction.
  • Capability to define limitations and capabilities of computer systems and design non‑automated systems.
  • Experience with configuration management concepts, tools and usability concepts.
  • Familiarity with application accessibility compliance (508, JAWS, etc.).
  • Strong problem‑solving, critical thinking skills in programmatic and hardware/software contexts.
  • Experience with web services, server scripts, APIs, REST APIs.
  • Ability to develop program specifications, code, test, debug, interpret technical information, communicate effectively, and supervise work of others.
  • Clear written and verbal communication, technical consulting, documentation, and reporting skills.
Initial Screening Criteria
  • Bachelor’s degree with major coursework in computer science, computer information systems, management information systems, or related field.
  • Experience programming full‑stack Java applications on open‑source platforms and cloud‑based technologies.
  • Proficiency in Java (Core Java, JDBC, Spring Boot, JSP, JSF, React) and J2EE platform application development.
  • Experience with continuous integration and deployment pipelines (Jenkins, Git Lab/Git Hub Actions).
Other Information

Employment offer contingent on available budget. Salary determined by budgetary limits and HHSC HR Manual. Selected candidates must be legally authorized to work in the U.S. without sponsorship and must be willing to commute to the office on required days.
