Base pay range

$7,716.66/yr - $13,000.00/yr

The Lead Java Developer works under the general supervision of the Child Care Regulations Manager or their designee. The Lead Java Developer performs highly advanced senior level analysis and development of complex business processes, system solutions, and internal team direction as well as being a strong customer interface for application related activities/support and oversees the work of other Programmers.

Responsibilities include technical review and evaluation of project plans, advanced analysis, design, programming, testing, and documentation; resource estimation and allocation; authoring program specifications; conducting structured code and design reviews; mentoring and training staff in advanced programming methods and procedures; ensuring effective communication with management and other IT groups.

This is a full-time position (40 hours per week).

Must be willing to work onsite at an Austin, TX HHS office three (3), or more, days per week (near The Triangle/Lamar and Guadalupe)

Essential Job Functions
  • Oversees the proper direction for the architectural design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide and interagency interfaces. Identifies and defines ongoing enhancements required in supporting existing applications. (30%)
  • Oversee the coding, testing, and debugging of programs and the preparation of test data. (25%)
  • Provides technical advice and assistance to management and technical staff in matters related to analysis and programming activities. Provides advanced business process expertise in analysis and design support to business process interfaces with various external agencies and service providers. (20%)
  • Assists in planning, scheduling, assigning, and coordinating analysis and programming activities. This assistance includes analysis and design consultations with business analysts and the application architect to ensure the conceptual and design phases of new applications are aligned with the methods of working in code design at the agency. Assists in developing standards and procedures for programming staff. (10%)
  • Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides on-going communication and coordination with agency project managers and subject matter experts to resolve issues or potential issues while promoting adherence to sound development standards and solutions. (10%)

    For DSHS positions this includes but is not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.) (5%)
  • Knowledge, Skills, and Abilities
    • Knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages.
    • Skill in problem solving, critical thinking, in computer programming, in the use of computer hardware and software, and in modifying or developing programs for computer applications.
    • Extensive experience as a software architect or working on a software architecture team, providing technical leadership/guidance/mentorship (direction setting and articulating, consensus building, conflict mediation, diplomacy, etc.)
    • Extensive experience leading the work of development staff in the delivery/implementation of applications/IT systems.
    • Knowledge of multi-tier system development.
    • Knowledge of building and supporting mission critical applications, running in a highly distributed manner.
