Under the direction of the Mayor, the City Engineer directs and coordinates the activities of the Engineering Department. This role monitors completion of the City’s capital improvement projects, prepares annual budget requests, and performs and supervises complex engineering work.
Responsibilities include development of engineering conditions related to land use decisions and construction permits, oversight of capital projects, and serving as a City representative in meetings with consultants, the public, and other agencies. The City Engineer supervises professional-level engineers and engineering support staff.
Essential Duties & Percentage of Time- 25% – Directs department activities, including development and administration of projects, policies, procedures, programs, goals, and objectives. Presents matters to executive management, City Council, the public, and other interested parties as needed.
- 20% – Supervises Engineering Department staff, including scheduling, performance evaluations, training and professional development, policy enforcement, and disciplinary recommendations.
- 15% – Monitors construction of City capital improvement projects and serves as consulting engineer for other City departments.
- 15% – Coordinates projects during design and conception phases with City staff, government officials, consultants, architects, property owners, and other stakeholders.
- 10% – Prepares annual departmental budget requests and monitors expenditures.
- 10% – Serves as liaison between the Engineering Department and City Council; attends Planning Commission, Council, and other board or commission meetings as requested.
- 5% – Conducts research and prepares and maintains records, reports, and related documentation.
- Bachelor’s degree in Civil Engineering or equivalent
- Five (5) continuous years of active civil engineering practice preceding appointment
- Three (3) years of managerial experience
- Registration as a Professional Engineer in the State of Ohio
- Valid Ohio Driver’s License or
- Principles and practices of civil engineering
- City government structure and processes
- Design and construction standards and methods
- Plan review, including site and grading plans
- Codes, standards, ordinances, and regulations governing public works
- ODOT LPA course completion
- Storm water management and SWPPP plan review (quantity and quality calculations)
- RFQ and RFP preparation and evaluation
Bid manuals, specifications, and contract administration - FEMA and floodplain regulations
- Management principles and practices
- Exercising independent judgment
- Communicating effectively (written and verbal)
- Collecting, analyzing, and interpreting data
- Identifying problem areas and implementing corrective measures
- Building strong working relationships with City employees, elected officials, civic groups, and the public
Physical Requirements

Light Work:Exerting up to 20 pounds occasionally and/or up to 10 pounds frequently and/or negligible force constantly to move objects.

- Field environments at construction sites, including exposure to adverse weather conditions, heavy equipment, and traffic
